And this time business meant, not more bunootnbe on tlie part of one branch of the government. l'he president anu Congress will act together. Certain official communica tions from Consul General Lee have been received by Secretary Sherman and discussed by President HcKinley and W members of the Senate Finance commit ted, which seem to make it incumbent upon this government to act, and it may do it, although - President McKinley would have preferred to have had tin tariff bill out of the way first. Whetln r the action will be confined to recognizing the belligerency of the Cubans' In accor danoe with Senator Morgan's resolution, or will go further and recognize their in dependence, is still a question. Mr. Cal houn' report will probably settle it. Arrangements are being made for a maw meeting of Cuban sympathizers in Washington, Sunday. It is not certain that tlie amended tarlft bill will he taken up on the 18th; although Senator Aldrich says he will call it up then In accordance with tbi original programme. ; There has been r delay in furnishing Senators with a com parative statement concerning the nu merous amendments and that is likely to delay the taking up of the bill. The sugar schedule of the bill, is dead, a miw joritjr of Senators ..having declared against it. Many other changes will be made in tlie bill before it get through the Senate, not to mention the slashing when the bill goes to the conference committee.- v V" -'V' v y ; ; An interesting debate in which politi cal lines were ignored preceded the re fusal of the House by a vote of 85 to 68 to concur in the Senate amendment to the Sundry Civil bill approoriating $50.- 000 for the improvement of the entrance lo- Pearl Harbor, Hawaiian Islands Representative Hitt, of 111., who will le chairmau of the House committee on Foreign Affairs, made an impassioned appeal to the House to agree to the amendment, because of the necessity of the establishment of a naval station and of the danger that England or Japan would profit by our neglect. Represen tative Cannon, of the same 8tate, who who will lie chairman of the committee on Appropriations, pooh-poohed the sug gestion of danger snd said it was non sense to make , an appropriation that would not dredge the sand out .of the harbor, and added significantly: "We bold Pearl Harbor because it it is our, because we have (he right and power, and we bold the Sandwich Islands in the name way as far as the protection of. Pearl Harbor and of our navy and our Bag are concerned." - Representative Amos Cummlngt, of New York, demo crat, spoke for the appropriation, and said: ' "I have faith enough In the pi triotism of President McKinley to be lieve that before he Icavea the White House the Hawaiian Islands wilt be en integral part of this republic." Repr. -sentative Hilbnrn, of California, opposed the appropriation, and Simpson, of Kan sas, advocated it. Representative Henry, of Conn., closed his remarks by raying; "I am ready to unnounce myself in fa vor Of this appropriation and aa in favor of the annexation of the Hawaiian In lands." Representative -Walker, 'of Mass., proposed an investigation lo fin t out how mueli would be needed, and Representative Severn, of Texas, closed his remarks against the appropriation by saying: .Next to a conflict with rry own brethren, I would deplore a wur with England; not alono because she ia our mother country, but becanne she Bpeaks the same language.) Last night the question of St. Mary's school was before the convention.; The motion for the dio cese to purchase the property was argued both ways and it was finally decided to buy.
