Rivers, both of Raleigh arc appointed trustees of the Blind Institution. Superintendent of Public Instruction directs the indictment of the commis sioners of Washington county for refus ing to give notice of the August school election. Upon examination it is found that both the school election laws appear in the Acts of 1807. They are Acts to stimulate taxation in rural districts and to encourage local taxation. C, June 12. i" The outlook for the speedy passage of the tariff bill daily grows brighter, and well-informed Senators are now predict ing ll nit it will become a law by the 10th of July. This week the Republicans formally bound themselves in caucus to vole as a unit, which they have been doing under an informul agreement, upon nil schedules of the bill, and as they arc getting rotes light alone from both Populists and Democrats it looks like plain sniling for the rest of the schedules and for the completed bill. Talk with Senators and Rrpresentutlves indicates that much less time will be required to awe on the amendments in conference than had been generally allotted to that portion of the work. It is evident that President McKinley has uo idea of hurrying himself in an nouncing any change of policy towards Cuba. He received the report of Consul General Lee, and that of Mr. Calhoun, on tho Ruiz investigation, before he left for the Noshvllc exposition, but the only announcement officially made before his departure was that ex-Gov. Jucob D. Cox, of Ohio, had been asked to go (o Spain as U. 8. Minuter, and that ho had the request under advisement. It is gen erally understood -among the friends of the administration that the first move in the new Cuban policy will be mode by our new minister to Spain. As it will he a month or more before a minister can he nominated, confirmed, and get to Spain, it U just as well for the Cuban, enthu siasts to cultivate patience. Senator" Allen told the Democratic Senators after six of them had voted for a duty on cotton that they had apparent ly abandoned their parly tenets and adopted the plan of every man for him- self and the devil lake the hindmost, and Senator Chilton answered by reminding him that a Populist 8enator Jones, of Nevada was acting with the Republican members of the Finance committee. It is now stated that the "school elec tion" law, enacted by the late legislature is notin the printed volume of the acts of 1897. This news will cause a genuine sensation. Another bad error in the acts of 1897 was today discovered by the Secretary of State. The act in renrd to fishermen from other States imposed a license tax of 12,500 on those who caught fish with seines for market. The act as passed was "non-residents." As engrossed, as ratified and as priutcd it reads "now residents," Of course the whole business is in-operative. Charles H. Turner of Stntesville is commissioned 2d lieutenant of Co. A. 4th, regiment, N. C. State Guard. It is learned from Representative Cox, of Pitt (Rep.,) that as yet not a single official commission has been issued to any one in l'ilt; that the reason is that Congressman Skinner proposes to use all these positions to secure endorsements of his course this year ns to Senator I'i;itch- ard. The program is that Skinner is to move along on Republican lines this year and next year. The Daily Tribune plant hero will he sold as a whole next Monday. The lawyer who represents most of the creditors in sisted on the course. So the sheriff will thus mako the sale. W. W. Ilnyward, the editor, counts on buying the plant. It is the rumor that Judge Purnoll will make clt&ngcs two or three of the 1'. S. Court clerks in this district. Republican State chairman will go in August 1st as attorney for the western district, to succeed R. G. Glenn, resinned. E. V. Cox has resigned as a trustee of the Agricultural and Mechanical college. In nn interview to-day he said it was be cause of the violation of the interest and purpose of the Legislature to keep the college out of politics. He says the oust ing of part of the faculty is merely the entering wedge to the ousting of all. The purpose is to change all save Ilolladuy When Cox got here Tuesday he found the Governor wanted to oust the presi dent and put in John Graham of Ridge way.
