wind storm swept through Southern
Pines late this afternoon, wrecking sev
eral buildings and damaging some others.
George Tonnoffskl and R. C. Rivers,
both of Raleigh arc appointed trustees of
the Blind Institution.
Superintendent of Public Instruction
directs the indictment of the commis
sioners of Washington county for refus
ing to give notice of the August school
election.
Upon examination it is found that both
the school election laws appear in the
Acts of 1807.
They are Acts to stimulate taxation in
rural districts and to encourage local
taxation.

The outlook for the speedy passage of
the tariff bill daily grows brighter, and
well-informed Senators are now predict
ing ll nit it will become a law by the 10th
of July. This week the Republicans
formally bound themselves in caucus to
vole as a unit, which they have been
doing under an informul agreement, upon
nil schedules of the bill, and as they arc
getting rotes light alone from both
Populists and Democrats it looks like
plain sniling for the rest of the schedules
and for the completed bill. Talk with
Senators and Rrpresentutlves indicates
that much less time will be required to
awe on the amendments in conference
than had been generally allotted to that
portion of the work.
It is evident that President McKinley
has uo idea of hurrying himself in an
nouncing any change of policy towards
Cuba. He received the report of Consul
General Lee, and that of Mr. Calhoun, on
tho Ruiz investigation, before he left for
the Noshvllc exposition, but the only
announcement officially made before his
departure was that ex-Gov. Jucob D.
Cox, of Ohio, had been asked to go (o
Spain as U. 8. Minuter, and that ho had
the request under advisement. It is gen
erally understood -among the friends of
the administration that the first move in
the new Cuban policy will be mode by
our new minister to Spain. As it will he
a month or more before a minister can he
nominated, confirmed, and get to Spain,
it U just as well for the Cuban, enthu
siasts to cultivate patience.
Senator" Allen told the Democratic
Senators after six of them had voted for
a duty on cotton that they had apparent
ly abandoned their parly tenets and
adopted the plan of every man for him-
self and the devil lake the hindmost, and
Senator Chilton answered by reminding
him that a Populist 8enator Jones, of
Nevada was acting with the Republican
members of the Finance committee.
Then Senator Stewart remarked that be
endorsed the action of his colleague on
the tariff, and that they both Intended to
secure for their State the same benefits
that were to be given to oilier sections.
Senator Jones, of Ark., whose position
as chairman of the Democratic National
committee aud leader of the party In the
Senate give bis words weight, says of the
rumor that President McKinley will ask
Congress to authorise the appointment of
a currency commission as soon as the

It is now stated that the "school elec
tion" law, enacted by the late legislature
is notin the printed volume of the acts
of 1897. This news will cause a genuine
sensation.
Another bad error in the acts of 1897
was today discovered by the Secretary of
State. The act in renrd to fishermen
from other States imposed a license tax
of 12,500 on those who caught fish with
seines for market. The act as passed
was "non-residents." As engrossed,
as ratified and as priutcd it reads "now
residents," Of course the whole business
is in-operative.
Charles H. Turner of Stntesville is
commissioned 2d lieutenant of Co. A.
4th, regiment, N. C. State Guard.
It is learned from Representative Cox,
of Pitt (Rep.,) that as yet not a single
official commission has been issued to
any one in l'ilt; that the reason is that
Congressman Skinner proposes to use all
these positions to secure endorsements of
his course this year ns to Senator I'i;itch-
ard. The program is that Skinner is to
move along on Republican lines this
year and next year.
The Daily Tribune plant hero will he
sold as a whole next Monday. The lawyer
who represents most of the creditors in
sisted on the course. So the sheriff will
thus mako the sale. W. W. Ilnyward,
the editor, counts on buying the plant.
It is the rumor that Judge Purnoll
will make clt&ngcs two or three of the
1'. S. Court clerks in this district.
Republican State chairman will go in
August 1st as attorney for the western
district, to succeed R. G. Glenn, resinned.
E. V. Cox has resigned as a trustee of
the Agricultural and Mechanical college.
In nn interview to-day he said it was be
cause of the violation of the interest and
purpose of the Legislature to keep the
college out of politics. He says the oust
ing of part of the faculty is merely the
entering wedge to the ousting of all. The
purpose is to change all save Ilolladuy
When Cox got here Tuesday he found
the Governor wanted to oust the presi
dent and put in John Graham of Ridge
way. Cox said he would not throw the
college into politics and so told the
Governor. . R. Cliamlierlain was the
moving spirit in the changes, aud Cox
says he was animated by malice.

- Nsw York, June 12 The half days
session on the. Cotton Exchange today
was the dullest that has been experienced
for months. Liverpool spot business was
reported very dull, with a dcclino of 1-10
and futures opened at a decline of one
point, but gained one to ono and one-half
points during the day. Our market
opened dull and irregular, the tall months
were unchanged, while the summer
months were about three points under
yesterday's dote. Tho market was ex
ceeding narrow throughout the half
elonand'the close shows a gain of only
three point which covered the extreme
fluctuations for the day.
Tin conditions In this market are un
changed far tho week with the excep
tions of a slight rally which was caused
by the recent cool nights throughout the
Southeastern belt but this was soon over
come by good reports and the closing
prices this afternoon art practically un
changed from a week ago. The statistical
nosltlon of sotton is gradually losing Its
influence over prices and speculative at-
tentioa is being confined to (he growing
crop, which bids fair to be the largest
lor years, notwithstanding the fact that
the crop is at least three weeks late, We
believe August cotton will reach seven
next week. -

tinue to show good earnings, and should

CHICAGO MAHlvETS.
Chicago, June 12. Early wheat cables
were practically unchanged from our
close yesterday, and our market fnie-
tionally lower, but quickly rallied and
tho entire session was one of strength,
and the close this afternoon shows a net
gain of of i cent for the day. At the
opening this morning the crowd became
bullish on the possibility of further Eas
tern trouble and the shorts were inclined
to cover in preference to carrying over
Sunday. Crop reports for the week aie
all that could be wished for, anil the un
natural strength, especially in the July
option, is simply the outcome of mnnip-
ulatiou. We reiterate our advice of lust
Saturday to sell the later months on all
bulges. Corn was low on crop prospects
which are unusually favorable, for this
season of the year.
Provisions were fractionally higher to
day on moderate buying by both the
Western packers and Knglisb bouses.
We believe some money can be made on
the long side of this mm ket during the
next few months and would advise our
friends to liny on all breaks.
