Franco is the first country to notify
this government of its desire to secure
both forms of reciprocity provided for by
the new tariff law, and the French Am
bassador has formally applied for the
reduction in the duty on articles of
French production that the President Is
authorized to tnnke by proclamation,
whenever, iu his discretion, he considers
tho concessions offered to warrant such
action on his part. These articles arc
limited to brandy, champagne, still wine
and vermouth, and paintings, drawings
and statuary, and the reduction of duty
to about 25 per cent. The French Am
bassador has also given notice that his
country wishes to negotiate a general
reciprocity treaty with the United States,
in accordance with the provisions of the
new tariff. This law provides that these
treaties shall, in addition to being ratified
by tho Senate, "bo "approved by Con
gress." This is tho first timo that the
consent (of the House has been made
necessary to put a (treaty into effect, but
that is no reason why it may not be a
good idea.
Either somebody has been mistaken
about the salary being insufficient to at
tract a first class man, or a lot of second
rate architects are trying for the position
of Supervising Architect of the Treasury
A special examination to fill the cfllce is
being held, and so far, nearly eighty
architects have presented themselves for
examination. This official has charge of
the erection of all public buildings
throughout the country.
The civil service commission wishes
everybody to know that it is simply
throwing away money to pay for any
information connected with the examin-
ations,either in Washington or elsewhere,
when such information may be had with
out paying a cent, by addressing the V,
S. Civil Service commission, Washington
D. C.
Tho experiment of using carrier pig
eons to carry information from our war
ships to lund, which was tried during
the evolutions of the North Atlantic
Squadron In the Atlantic off Cape
Charles, was such a complete success
that the Navy Department will, hereaf
ter, regularly make use of those birds
for news carriers. The news waff in this
case taken from the flagship New York,
to Norfolk Navy Yard, and from there
telegraphed to Washington, thus keep
ing tho department Informed of every
movement of the squadron.
The Commercial Directory, issued by
the Bureau of American Republics, has
annexed Hawaii without waiting for the
Senate to act upon the treaty. In a hand
book Just issued by that bureau, is a
prospectus of the Commercial Directory,
and a list of the countries that will be
represented therein, and In the list is.
"The United States (Including Alaska
and Hawaii)". This la keeping up to date
and a little ahead.

fastest cycle riders met this afternoon In
the second day't races at the Manhattan
Beach bicycle track under tho auspices
of the Quill Olub Wheelmen.
The races drew a large crowd this af
ternoon. The feature of today waa the
Dnal heat of the Quill Olub race with a
3,000 handicap at two mile,
Tho greatest interest was taken in this
race aa tome of the finest professional
nden qualified for this race In the heata
run on Saturday.
The Quill Club handicap of $2,000 at
two miles In the final heat was won by
Fred J. Tilut of New York with forty
yards handicap. F. A. McFariane of Bun
Jose, 29 yards handicap came In aecond.
W. Coleman of Boston, handicap80 yards
was third. E, C. Bald of Buffalo, scratch
Hot fourth place.
The tima was four mlnutea Of teen
seconds, thus breaking the record of four
fifteen and two fifths, held by W. F,
Sanger, professional, and A. B. Gochlcr,
amateur. Bald from the scratch covered
the distance in four fifteen and two fifths
thus securing the ISO prize for equaling
the record.
In the quarter mllo dash race for ama
teurs, J. A. Powell won, John Oatcheson
second. Time of race thirty four and
four fifths seconds.
The half mile "Jrofewlonsl handicap
waa won by E. S. Akor of Philadelphia,
with F. J. Jenny of Utlca, second. Tim
of race was ono minute and four fifths of
a second.
In the half mile exhibition race, paoed
by a triplet, Ihe distance was envored by
Leroy Bee Jr., in fifty-seven, three fifths
seconds.
The Dva mil Metropolitan champion
ship rare was won by J. A. Powell, with
F. V. Keith, second, in 11 minutes, 20
- and.

Lodge of North Caroliua has received an
invitation from Grand Master Sloan of
Tennessee inviting the Grand and Past
Grand officers and all Masons in this
State to take part in all ceremonies and

It is earnestly hoped that North Caro

Carolina shaft ut Stonewall cemetery,
Winchester Va., September 17th. The
head stones for the 443 North Carolina
dead will be dedicated. Rev. Mr. Averitl
will deliver the address. Mrs. Armislead

mental Association has received a check
for $250 from Mr. Chns. Broadway
Rouse towards the North Carolina shaft.
The shaft is to cost only $500.
A meeting of the North Carolina Ronrd
of Pharmacy will lie hcldj here on the

The Republicans are organizing clubs
and calling these clubs, "Leagues of the
young Republicans of the State." These
Leagues will be organized in any county
of the State. This will put the young men
forward. But while It is putting the
young white men to the front, where are
they going to place the colored man.

yesterday, stricken with paralysis before

The work of changing the articles in
the State museum goes on smoothly. Mr,
