The meeting of the board of peniten tiary directors called in extra session here for yesterday will handlo several matters. There Is a proposition niado to the directors, by a Northern syndicate, represented here by Mr. John H. Winder, and by a syndicate of men from Golds boro, Wilmington, Raleigh and Greens boro, to lease the stock, farms, convicts, and the whole outfit for a number of years. To pay the expense of the insti tution in other words, and run it in com petition to free labor. Tho question is if tho directors have the power to thus act Many lawyers think not.
