COURTS OF ARBITRATION.
The recent labor strikes, and at
tempts at lock-outs on tbe part of
the strikers, which have caused a
blockade to business, and placed the
employer who is fair with his em
ployes on the same footing with the
employer who may wring the utter
most out of his employes, shows the
necessity for somo action, some
Court of Arbitration, which shall
determine and nettle questions be
tween employer and employe.
Every right minded person desires
that honest labor should be ade
quately paid.
Every right minded laboicr, or
person who works for wages desires
only such compensation as is
just.
If both employer and employe
might each on his part, feel that
their iuterests were closely allied,
too nearly identical to warrant any
disturbance on either side, then
them would bo no strikes or lock
outs, no losses to employer and em
ployed, no disturbance of the public
peace.
Unfortunately this is not the case,
and there is some mode of settle
ment demanded, so that the present
and all future labor disturbances may
bo done away with, and the periodi
cal waste of millions of capital, or
its equivalent, may be avoided.
How shall the mode of settlement
be arranged, unless some legally
constituted Courts of Arbitration be
established, is a hard matter to
decide upon.
There is a right and wrong to all
these strikes.
Capital and Labor arrayed against
each other like hostile armies, is a
menace to the State and the Nation.
Shall the breach between the two
be only closed by the exhaustion of
one or the other, or can some means
be instituted so that at the first in
timation of friction between tbe two,
the case may be adjusted and cause
removed ?
Every sensible person will favor
almost anything, rather than the
oft occurring strike and public dis
turbance, so sure to follow.
In tbe establishment of Courts of
Arbitration by law, precisely like
courts of equity, there must be somo
infringement upon individual rights
and possibly so much of an infringe
ment as to place the establishment
of such courts out of the question.
However this may be, will it not
be better that some personal liberty
be given up, if by the surrender of
individual privileges, the welfare of
the State and Nation be best served,
and there be a cessation of strife be
tween Capital and Labor ?

Aa 014 Controversy.
The silver jubilee of King Oscar's
coronation has awakened tbe old Ber-nadotte-Napoleon
controversy. The
French admirers of the great Em
peror still insiit on libeling the
memory of Bernadotta (afterward
Charles XIV of Sweedeo) as that of
a traitor. Not only do some histo
rians accuse him of treachery to
Napoleon, but they declare that be
would also have betrayed the allies,
and have made himself an Emperor
after I he Napoleonio model.
Bat it is also well to remember
that Bernadotta bad been Minister
of War while Bonaparte was Id
Egypt, and served splendidly as a
Marshal despite bit rivalry with the
"Little Corsioan." Ha was mad
Prince of Pont Corvo for bla bril-
liant feat at Ansterlitz, and he only
resigned and washed bis hands of
Napoleon when that passionate rnler
quarreled with him over the battle
of Wagram. As for his work with
the allies, it was Bernadotte'a sold
iers that decided the battle of Leip
zig. Ex.
