C, September 29 The county commissioners of Chatham coun ty, held ibey had a right to refuse liquor licenses to any one. Mandamus proceedings were instituted to require them to Issue license. Judge Adams issues a mandamus or dering them to pass on each particular case, and And the facts in each, and if facts agree with statute, then license musi .be issued. New York, September 29. It is an nounced this afternoon from Madrid that the Spanish Cabinet has resigned. The Queen Regent returned to the Spanish Capital yesterday and it was ap parent that some event of importance was at hand. The Spanish Minister, Duptr- Dc Lome, returned yesterday to Washington unexpectedly from Lenox, Mass , where he has spent the summer with his fam ily. Upon his arrival he went to the State Dcparrment to see the Secretary of State. Kerr Craigc still goes on here to day. The riles of the Tribune were intro duced in the evidence yesterday to show that Col. A. B. Andrews tbe viccprcsi dent of the Southern R. R. was a stock- bolder, and to try to show false and mis leading statements that had been made by the Southern Railway ns to the carn- of the N. C. It. K., etc., but special Master Graige ruled such evidence out of order. It will be strange if any thing against Col. Andrews can be proved. North Carolina receivci from the Pea- body fund this year $2,400 in scholar ships at the Peabody college at Nashville and 85,400 in cash. Chairman J. W. Wilson of the R. R. Commisdioti had served on him a writ ten notice by tho Sheriff of Burke county from L. C. Caldwell demanding tbe of fice of R. R- commissioner. Maj. Wilson reply was ,-I most respectfully decline to accede to your request." The will of the late Mr. B. R. Harding was admitted to probate yesterday. The estate is valued at $11,000 to be equally divided between his wife and five chil dren. Judge Robinson of the Criminal court in his charge to the grand jury called upon them to indict railroad officials for giving free passes that it has long been overlooked but is on the statute books and it is tiie duty of all the Superior oourt judges to charge the grand juries to bring in an indictment against any railroad that is known to have violated this law. This created some comment. Judge Robinson is the first Judge that has so charged. The Caucasian, Butler's paper, endor ses the course Russell has taken in the R. R. commission fuss. He denounces the riithtful commissioners, and praises Russell's new appointees. This same paper calls for a full investigation of the penitentiary affair and says remove Dr. Smith if the charges are proved. His nam was received bv the delegate and spectators with jeera and hissos aud Jacob Worth, the leader of the opposi tion to Senator Plait, was tried down when he essayed to present Low's name. None of the defeated Low men, however, expressed any intention to bolt the rcgu tar ticket. The Citizens' Union several clays ago announced that the withdrawal of Low was out of the question, and the Republic can committee at the same time presented an ultimatum to the effect that Low was not acceptable to the Republican com mittee.
