C, October 29. , The whole Cuban question has been postponed until after Congress meets, so far as any official action on the part of this Government is concerned, llus is authentic, and was decided upon by the President and his advisers after the full reply of the new Spanish ministry reached Washington. The reply will not be made public until after it and all the orrespdndence with Spain has been laid before the Senate in executive session, hicli will be done as soon as Congress meets. The reply is friendly in tone and of such a nature as to preclude further action upon the part of this government until time has been allowed to show that the new ministry is unable to keep its promises concerning the pacification of Cuba. Few persons in Washington ex pect any material change to take place the situation in Cuba as a result of the change in commanders and in the Span ish policy. The offer of autonomy will be rejected with scorn by the Cuban mil itary leaders. The impression is almost general that soon after ' Congress meets the House ill take up and pass the joint resolution adopted by the Senate at the extra ses sion, directing the President to recognize the Cubans as belligerents, and that President McKinley will promptly sign the resolution and issue a proclamation in accordance therewith. Material mill tary successes by the SpnninrJs in Cuba believed to be about the only thin: that can prevent this course being taken. Although both Secretary Gage and President McKinley are political partis ans they have shown by naming Prof. Pritchett, of Washington University, St Louis, to be Superintendent of tho Const and Geodetic Survey that when a man of purely scientific attainments is required they can ignore politics. The labor unions which protested against the Marine band being allowed to to Chicago and play at the horse show will probably not care whether Sec- rctary Long was influenced by partisan politics in revoking the pel mission given the Marino band to go to Chicago, one day and ro-lssulm if the next, or not; but they will get tome satisfaction out of the official announcement that this the last time the Marine band will be allowed to compete with private organ! zutioni for engagements. While It is the general opinion in Washington that Ohio will go RepubH- can, the arrival of a big batch of railroad tickets from Washington to Columbus and return, which are furnished free to Ohio Republican voters temporarily re siding at tho National Capital who do not feel able to pay their own way, Indl cates that the Republican managers are not suffering with over confidence. Although there are numerous charge and counter-charges connected with the action of the administration in applying for a postponement of the sale of the Union Paciflo Railroad and withdrawing the application when the compilttee oti reorganization Increased its bid for the road sufficiently to guarantee that every dollar nf the indebtedness of that road to the government will be paid as a result of the sale, there is a general disposition on the part of the unprejudiced publlo to give the administration credit for having squeezed $18,000,000 more out of the reorganization committee than they In tended to pay for the road, and conse quently added that much to the amount that the government will receive. The sale of the Kansas Paciflo Railroad lie postponed until December 13, and Attorney General McKenna asserts very positively that the administration is in posltlou to compel the payment tor It of a sufficient sum to meet its indeblcdue to the government. Henry George died of apoplexy at live o'clock this morning, ilis followers will endorse Setli Low for Mayor of Greater New- York. New Youk, October 28. Richard Croker was around today and present at Tammany Hall tonight at the Hist large meeting at which the Tammany mana ger has made his appearance. The meet ing was attended by Carter Harrison and three hundred Cook county Democratic leaders. One of the most remarkable things that has ever occurred ut Tammany Hall took place just then. Some one called for three cheers for Croker. The response was a storm of hisses that swept over the hall. Not a cheer was given, and the man who called for them thought he would try again.
