The Tradesman, of Chattanooga, Tenn., has jnst issued its 10th An nual, giving" a most careful, thor ough and interesting review of 1897 among all the industries of the South. This annual is one which is most comprehensive in its summaries of traJe uud conditions in the Southern States and is a reference volume of value to every one, especially the newspapers. . The Triulcmnaii is a valuable aid in Southern progress, and monthly full of solid information on Southern injustriul matters. THE APPETITE FOR OFFICE. To the ollioe holder comfortably fixed in a municipal, County, State or National office, the fellow on the outside seems a very rude creature when he attempts to get him, the office holder, ousted from ott'ee. Civil service reform appears a very good thing to the oflice incumbent, but a hard measure to tho would be office holder. . The discussion now goiug on in regard to a return to the spoilt system, is carrying with it a most absurd proposition, 'namely, (hut with a return to the spoils system there also be a fixed tenure of office, The impossibility of this is seen in what constitutes the foundation of the spoils system, which is bused upon two things, the regular dis tribution of government patronage by senators and representatives, and that frequent rotation of oflice is necessary for the public good. In fact the spoils system to be thorough, demands this rotation of office, and a' rotation which must be quick, every change of administra tion seeing the, sudden shifting of every office holder. This constant shifting of the oflice holders is one which prevents any one from getting too'"fat."
