C, Jan. 15. - ( Wake county and Mecklenburg county lead in tlic amount of State taxes paid to the Treasurer. Wake's sheriff paid $38,244.93, and Mecklenburg $38 290.05. Thus it will W seen, that Mecklenburg leads by $45.73. Mecklenberg and Wake together show an increase of $10,487.10 for taxes for 1897 over 1896. Superintendent Mebane has sent out a circular to the county school superTisors instructing them not to pay any accounts contracted by school committees when there were no funds on hand. Washington, Janaary, 15th. The greatest anxiety exists in the Cabinet about the Cuban situation.' , The Committee on Foreign Affairs in the Senate - is prepared to take an ad vanced position in regard to the Cuban trouble and the relation that this country shall stand in to Spain on nccount of the recent violent outbreak in Havana. Enquiries have been made to the Ku ropean powers to learn their probable at titudc towards the United States in case this country intervenes in Cuba to put a stop to the troubles on the Island The reply from France is that that nation will welcomo the intervention of the United States. The replies from the other powers show that they will remain strictly neutral in the mutter. That a crisis has arrived is shown by the orders given through the Secretary of War to the commanders of the warships in Southern waters. The communication of Consul Gen eral Fits Hugh Lee is liable to be cut off at any moment. This would prevent Lee from calling on the Government in case of need. The administration has takon a decis ive step to protect Lee in such a contin gency. The battleship Maine is ordered to leave Key West for Havana at any time when six hours have elapsed without hearing from Consul General Lee. The Maine is kept under full steam and Is ready to sail for Havana harbor immediately upon the lapse of the spec! fled time. Madrid, Jan, 14. The police precau tions have been redoubled in the vicinity of tho United States legation and around the residence of the United Slates Minis ter, General Stewart L, Woodford. A decree has been published prohibl ting the publishing In the daily news papers of cable dispatches without pre vious censorship and without twelve hours notice of their receipt. Violators of the law are warned that they are under military jurisdiction. Washington, January 14 As a result of conferences held within the last tew days between the silver leaders of vari ous parties, it is understood Chairman Jones .of the Democratic National com mittee; Chairman Butler, of the Populist National committee, and Chairman Towne, of the Silver National Republi can committee, will issue a joint mani festo the early part of next week, with a view to securing common action by the three-organizations in the Presidential contest.
