Peniten tiary Coffee Trouble. Journal Buruau, Raleigh, N. C, Feb. 88. Railroad Commissioner Abbott dissented from the reduction of passen ger rates, as made by the commission last week, said in an interview that the bulk of the money saved by the reduc tion would go into the pockets of the rich and prosperous. That the average farmer, mechanic and laborer travel but little, and that, that little was generally on excursions or big gatherings when the ratcsvere low any way. That drummers bought their 1,500 or 2,000 mile tickets at and 34 cents a mile, so it would be the prosperous who travel for pleasure that would be benefitted. It has been stated that by the reduction, $300,000 would be saved to the people of North Carolina. Dr. Abbott says that by a careful esti mate it is seen that less than 10 per cent goes to those who most need it. That if that reduction be made on freight rates, the benefit would be generally distri buted. He says that a reduction in freights mean cheaper clothing, food, in fact cheaper merchandise of all kinds. An effort is hemic made to have the State Grand Lodge of I. O. O.
