Tbe last two Spanish torpedo boat destroyers are being hastened to full completion to be ready to leave Friday. One hundred and fifty Spanish officers and men arrived yesterday. The vessels go direct to Fayal where complete arma ment and crews will be received and they will then proceed direct to Cuba. The Secretary of the Brazilian Lega tion here authorizes the statement that no Brazilian war ships have been sold to Spain or any other country. He says that Brazil is willing' to sell some ships to the highest bidder. Augusta, Me.r March 7. Enlist ing Men at Brooklyn. In dignation . Against Speaker Seed. Special to Journal. Washington, March 7 Spain has withdrawn the request for the recall of Consul General Lee from Cuba. The withdrawal came today in the shape of an official communication from Minister Woodford at Madrid. The prevalent opinion of those in authority at the Capital is that the re fusal of the President to consent to Gen eral Leu's recall and the determination of the Secretary of tbe Navy to send the relief supplies to Cuba in naval vessels, as originally contemplated by the De partment, adds serious features to the diplomatic complications already exist ing. The determination of the President not to recall General Lee in accordance with the intimation from the Spanish minister of foreign affairs transmitted through Minuter Woodford to that effect, is one that Spain cannot misunderstand. Had Spain desired to press the matter she would have been compelled to take the initiative, and cuncel the cxeqnator, or wiit of commission, of the consula' office. Such an unfriendly act would probably cause trouble. Spain could have taken this step with out declaring war and the President could have ignored it by not sending a successor to General Lee. In spite of the' reports it was not thought that Spain would care to Increase the tension al ready existing by insisting upon his recall. It is understood that Spain's objection to Lee was on account of his utterances of sympathy for the sufferings of the Cubans. The chairman of the House Military committee moved the passage, under a suapension of the rules, of the Hawley bill creating two additional regiments of artillery. The bill was passed with only three dissenting votes. A bill was introduced appropriating fifty million dollars to be used at the dis cretion of the President in perfecting the national defenses. (Special,) The wrsiip Alfonso XIII arrived from Spain today with twelve hundred sol diers. It is surmised that tbe court of inquiry will not remain here much longer. The members of the court profits ignorance of the date set for departure. Consul General Lee, on belnp ques tioned regarding Spain's request for his recall, said: "I shall continue to do my duty, which u to guard American inter ests. My son came to visit me during his short vacation. He has been here before and has friends here.' and will re turn to the United States when his vaca tion Is over, Mrs. Lee Is not III or ner vous and I have written nothing to als'in her. A Firm serosal My the United Stmts Washington, March 6 Senor Gullon, Spanisli minister of foreign affairs, inti mated to Minister Woodford that the Spanish government desires the recall of Con6ul-General Fitzhugli Lee from Ha vana. Spain also requested that merchant vessels instead of warships be sent to convey supplies from the United States to Cuba. . . The first intimation of these steps came in a brief and explicit cable dispatch from Madrid. 'Prior to its receipt, how ever, the authorities here had been fully conversant with the tacts, although no intimation had been allowed to get to the public on either subject. The dis closures from Madrid left no further ground for reticence in Washington, and after a conference at the White House between the President, Assistant Secre tary Day, of the State Department, and Secretary Long, of the Navy Department the following statement was made by Judge Day us comprising everything that was to be said by the administration on the subject: 'The President will not consider the recall of General Lee. He has borne himself throughout this crisis with judg mcnt, fidelity and courage, to the Prcsi dent's entire satisfaction. "As to the supplies for the relief of the Cuban people. ll arrangements have been made to carry a consignment this week from Key West by one of the naval vessels, whichever may be best adapted and most available for the purpose, to Matanzas and Sagua." There are circumstuncts which disclose die grounds for the recall, although it 1b not known that Spain has made any ex act specifications of complaint. Since the Maine disaster a report has been cii- culated that General Lee held the per sonal opinion that the explosion was due to external cause. No official repmt of this character was ever sent to Washing- ton so far as is known. But the mere circulation of tho report at Madrid, at- tributing such views to General Lee, has been the source or much feeling in Span ish otncial circles. The report that Spain has bought two warships in Great Britain and two in France is confirmed. It is understood in London that she is also likely to gel the unman cattle snip u'tiiggtns. It is now said the testimony which convicted them was false and purjured, They bare served five years of imprisonment. The steady rain of Friday has been fol lowed by beautiful weather almost spring like in its mildness. Treasurer Worth liss received affidavits that two of the alleged oyster claimants had been dead several years. Much interest centres here in the mar. riages at High Noon" on March 9th of ex-Congressman F. A. Woodard of Wil son to Mrs. R. . Holloman of this city. Mrs. Holloman is the widow of Mr. W. II. Holloman of Kaleigh one of the wealthiest men of the place. Her home here is ono of the handsomest in the ity. They will reside in Wilson. During February only 42 hundreds of an inch of rain fell. This shows the in tense dryness of the month. The aver age rain fall for February is about 4 incites. The main temperature for the month was 41 degrees which is about 3 degrees below the average. The Superintendent of the penitentiary finds that the manufacture of brick pays and that work will be started again aud on a much larger scale than ever before. The proposition to establish a State Textile school in connection with the Agricultural and Mechanical College here, is meeting with so much encour agement ttat I he proprietors say they will be able to place the matter plainly before the legislature next winter. It is said that the name of South Caro lina was not in the list of Stales in the order issued by Attorney General Griggs making the North Carolina penitentiary Federul prison. South C'urolina was said to be included, hut that was a mis take. Virginia was left out, but has beeu added by a supplementary order. The Supreme court has heard argument in the case of th State Treasurer against Stewart Bros., o Winston the ex-State printers. These s uts were for about $20 uuu which treasurer YVtrti says wub collected by the Stewarts in excess of the real cost of work done. Convicts are to grade the railroad from here to the Cape Fear river. It is hoped to have the road in operation by the end of July. The railroad commission has set March 15th as the day for healing argu ment on the exceptions of the railroad as to the reduced passenger rates. Very vigorous protests have been made by all the roads in the Stale. Rehearsals for the Mikado arc being held regularly. It is to be given by local talent under the training of Mr. linker of Chicago for the benefit of the Ladies Hospital Aid Association.
