MoDonald, visited the Chinese foreign office Tuesday and lodged a strong pro test against the cession of Port Arthur to Russia, raying that it would destroy the balance of power in China. ' Russia is still exerting pressure to bring about the dismissal of the British railroad engineers In China. March 12. f A call has been made for a general conference of Populists to meet here on March 16th. Tbe call Is signed by both majority and minority Populists. It is -said that Senator Butler has refused to call the State Executive committee, and this conference is to demand that the committee be called at once. It is pretty well understood that the Railroad commission will reduce express rates on fish from Eastern North Carolina hen it meets next week. Ticket agents say that the salo of tickets is small for all who can wait are waiting to get the benefit of the reduction. Tobacco .planters are buBy putting in their crops. News has been received of tlie sudden death of Miss Eva Bell Simmons, at Eufaula Alabama. Miss Simmons was a daughter of the late Prof. Simmons of Wake Forest Callege. Substantially the whole United States army will bo at once brought to the eastern seaboard ith all possible speed, , The cavalry, artillery and infantry will moved to posts in the Atlantic and Quit States. Orders to thus mobilize twenty four thousand trained soldiers are in preparation to be issued as soon as plans of transportation can be made. ' This action ia taken as conclusive evi dence that tbe Government has advanced beyond the stage of preparing for trouble a precautionary measure. It now anticipates trouble and expects it. It has been decided that General Wes ley Merritt, of the Department of the East, will command any forces tent to Cuba. Key West, March 12. (Special). The cruiser Nashville arrived at this port from Tortugaa today. A steamer from Havana brought five of the wounded sur vivors of the Maine. Madrid, March 12. (Special) The Spanisn torpedo boat Florella, has not yet left Cadiz but will sail for the Canary Islands as soon as the present severe weather moderates, v Washington, March 11. The most im portant and significant development of the day were the decision of the House Naval Committee to place in the naval ppropriatlon bill a provision for three new battleships and a conclusion on the part of tbe Secretary of War to issue an order creating a new Military Depart ment Including within its confines that part of the country which wonld be in all likelihood neireat to tbe field of hos tilities in case it should come to that. The order will create a commotion in the South. Tbe present department of Texas is abolished and tbe headquarters which had been at San Antonio, Tex., for to many yean, are abandoned. In place of the old department it creat ed' a new one, the department of the South. Headquartera of the new de partment of the South will be at Atlanta, Ga., choeen because of Its fine strategical value, from its excellent railroad con nections. At present the government hat no accommodations In Atlanta for the headquarters of the department so It will be obliged to hire the most available buildings. Captain Peral, president of the Spanish Court of Inquiry Into the Maine disaster gave an Interview to a correspondent in which he gives several reasons for his disbelief of the external explosion theory, He was careful not to charge carelessness on tbe part of the Maine's crew and ev pressed the belief that the wreck was cauaed by something which could not be foreseen nor prevented. . Atlanta, Ga., March 11. The Stat populist convention, which assembles here next Wednesday, will be of national im portance, not only because Hon. Thomas E. Watson is a Georgian, but for other reasons growing out of this fact. The populists of the State are determ ined to neglect no means to once more bring Watson before the country. For this reason they have elected to hold their convention earlier than any other State, with a view to influencing those which may come after. With the assembling of this convention the Inevitable struggle between the mid- dle-of-the-roaden and the fusion element will be on. The feud between "Tom' Wutson and National Chairmaa Marion Butler is as bitter as ever. Lack of fuel has kept the flames smouldering, but with tbe tint gun of the campaign they will burst forth as Arcely as before. The followere of the erratio Georgia politician consider that they can further hit chancel against Butler, and for pre ferment, in no better wav than bv placing htm in the gubernatorial I field agalnat all comers. They argue thai this will give him an opportunity which he has never had -to make one of his charac teristic campaigns, a proceeding whioh they are convinced will add to his pres tige and strength with any subsequent national convention.
