Washington, March 17 Friends of Cuba in the House have threatened to break away from Speaker Reed and de-' Clare for Cuban independence. The President is firmer than ever in his tone toward Spain. The first disbursement of the fifty millions was cabled to the Armstrongs at London was for twelve rapid fire guns, including mounts and ammunition. New York, March 17 (Special) The New York Evening Journal's special from Washington says, "The authorities are already aware that when the court of inquiry's report reaches Washington, the President will fix upon a plan of action. The report will be delivered between now and. next Monday. The President will claim Spain is legally responsible through contributory negligence for the destruction of the Maine. This Spain will deny citing the internal accident theory of the Spanish court. The President ignoring Spain's answer, will demand an indemnity and will lay consular reports from Cuba before Con gress revealing the failure of autonomy. New Yoik, March 17. (Special.) The Evening Journal prints a' letter claimed to be from General Weyler to the Editor of the Spanish loyalist paper at Havana, dated January the eight, which plans for the blowing up of the Maine. General Miles said beforo starting for Washington today that it is difficult to tell the outcome. That matters look serious but that the countiy is prepared for any emergency. London, '.March 17. (Special) Spain has bought the Italian cruiser Varcso. The United States cruiser San Fran cisco arrived today, The cruiser Amn zonae will be taken possession of by an American crew tomorrow. Captain-General Blanco gave a banquet at the Palace to night in honor of Captain Eulate, Gap tain Lazaga and the other officers of the Spanish cruisers Vizcaya and Oquendo, the civil and military authorities and members of the colonial government. Captains Sigsbee and Converse, of the Maine and Montgomery.-were invited, but sent their regrets. Seats of honor were given to General Parrado and Pres ident Galvez, of the colonial cabinet. Havana, March 16. The most popular man in Havana today among the loyalist Spaniards is the Austrian consul Fred crick Bcrmiez, who has contributed ! $2,000 to a fund being raised for the . purpose of purchasing a warship to be I presented to Spain. No one believes that Mr. Berndez made the contribution without consulting his home government, consequently Austria is counted upon as a sure ally of Spain in case of trouble with the United States. Mr. Berndez is being lionized. When Consul-General Lee first heard of the contribution he said it was undip lomatic, and refused to believe that it had been made. The British consul, too seemed to think Mr. Berndez had made an error. The Austrian made no explana tion further than to say that he is a mer chant in Havana, and that tho contribu tion was made in his private capacity and not as the representative of the Aus trian government. The Railway Commission, today, decided to overrule the exceptions to the reduced passenger rate. Commissioner Abbott, alone voted no, The new passenger rate. SS cents sec ond class, 2J cents first class will become effective on Wednesday, March 23rd. Geo. S. Secord, the well known con tractor of Towandn, N. The Executive Committee of last night's Populist con ventlon, met today and requested State Chairman Fountain to call the State committee to meet to arrange for a call of the State convention. WATSON NOMINATED. Georgia Popnllatma Iu Run Him For Uovrrnoron Their ticket. Middle or Ihe-Kond. Atlanta , Ga., March 16 Nothwlth standing the declaration of Thomas E. Watson that he would not be a candidal for the Governorship of Georgia, he was tonight nominated by tho Populist con vention nraid a scene of wild political frenzy. When the convention met this morning it showed a full membership from eyery county in the State, the delegates appar ently of the best agricultural class. The work which this convention had to do was a foregone conclusion. When the present week opened with the membership of the convention com plcted and a unit tor Watson, he publicly announced that lie would nut attend the convention and that he would not be a candidate for the governorship and would not accept a nomination. "I am out of politics," said he, "and I want you to number me among the political dead." As he had actively resumed the practice of law, he could not divide his time. When the convention found itself in session today all this coy declamation went for naught. It was Watson on every Hp and nothing else was thought of or talked of. The only discussion was upon the ticket which was to accompany him. The convention was solidly in tho mid dle of the road, opposed to Democracy, opposed to Republicanism, and opposed to other parties notwithstanding the fact that the ticket named has upon it men who are known to have been in all parties. Artesian Wells for Halifax Penitentiary Farms Yolnnteers in Case of War. Journal BcnuAc, Raleigh, N, C, March 17. f The conference of the Populists began esterday afternoon. It held a short ses sion then adjourned to meet at S o'clock. It met and staid in scsaiun until 4 o'clock this morning. In the beginning Mr. Yur- borough of Caswell county announced that he was a Pritchurd-Populist, had voted for Pritchard and stood by that vote. He then wanted to know whether he, and others like him would be welcome to stay in the conference. The Butler Populists opened their arms of welcome to the prodigal (PritcharJ-pop) and all was peaceful. Resolutions were passed saying that all differences that had exist ed in the People's Party were eliminated, and that any effort to create discord again would be looked upon with grave suspicion. The conference demanded that State Executive Committee of their party be called to meet not later than April 1st. State Secretary Thompson was made chairman of the conference, There were many suggestions as to how to best promote the advancement of the party, some favoring fusion witli the Democrats, others with the Republicans and still others staying in the middle of the road. These wells are to yield 15,000 gallons eood water daily. Captain A. 8. Peace (Pop.) of Ginn villo comes to the relief of the Railroad Commission and suggests that they let the freight and passenger rates stand and double the tax on the roads. Judge Purnell is to hold -the Fedeial Court at Grecusboro the first Monday in April. The railroad commission reduced the freight ra on firewood yesterday on all the roads in the State. The reduction goes into effect at once. Upon inquiry, it is said that 25,000 men would be likely to volunteer from North Carolina, should war really be de clared with Spain.
