Special to J9urnal. ' " Washington, March 20. Efforts or the Administration to maintain secrecy until Congress is communicated with have been frustrated. Congressmen have shown remarkable loyalty to thu President in restraining their desire tor radical action until the President prepares his plans. The re straint cannot be continued longer than Tuesday or Wednesday. . The Administration policy must 1m. mediately be submitted to Congress or it will take the matlerlnto its own hands. The President has been corresponding with the Sagssta government regarding some plan for self government in Cuba. Little is known of the plan, bnt it pro. vides for the Independence of Cuba. The President personally still hopes for peace. : Before Congress meets Monday there is sure to he more knowledge of the con tents of the naval court of inquiry. When it Is published in Spain upon its receipt by Minister Woodford and de livery to the Sagasta Ministry, it will be cabled hick to the United States. It was learned today that the real sig nificance of the report of the naval board of inquiry has not yet been Indicated. The widely published statement to the effect that the board finds the explosion to have been from the outside and that it was caused by the setting off of some kind of sub marine mine is doubtless cor rect, but this statement only hints at the serious nature of the finding of the court. The harbor master of Havana testified that the Maine was moved , from the place where it was anchored to a buoy over the spot where the explosion oc curred. Whether the mine was there be fore the removal of the Maine over the plaue is not stated in the report. Judge Advocate Marix, the bearer of' the report to Washington, arrived at the White House early this morning and has been engaged ia going over certain parts of the testimony of the court of Inquiry to explain the effects described therein to President McKinley and members of the Cabinet. Rumors are afloat that Spain has been notified that her fleet of seven torpedo destroyers and six torpedo boats must Stop, . ' Commodore Schey Is ordered to have the fleet at Hampton Roads ready to halt the Spanish flotilla of torp;da boats before it reaches its destination at Porto Rico, Minister Woodford cables from Madrid to the State Department at Washington that no despatches relating to the move ments of Spanish warships are permitted to leave Spain. , , ' ' . It is not known whether this embargo relates to telegrams from Minister Wood ford himself to this country, because last Thursday Minister Woodford and Dyer, United States attache at Madrid, sent dispatches to Washington. The censorship probably applies particularly to the sailing of the torpedo boat flutilla from the Canary Islands. The Mayor of Boston Is in the Capital today for the purpose of consulting with the officials of the government regarding the effective defense of that port. He was given assurance that the army and navy will be fully able to prevent any sudden raid upon any part of the New England coast. V The Navy Department today awarded contracts for the construction of the necessary buildings at Dry Tortugas fur the purpose of establishing coaling sta tions there. The expense is considered very great but a coaling station there is considered an absolute necessity in the event af war following intervention for Cuban relief. ; Myer of Louisiana Introduced a bill in the House today to Increase the Navy by six light draft coast and harbor defense vessels. General Grosvenor, the President's closest friend and adviser in Congress says that bethinks the United States will be compelled in obedience to nation al and inter-national duty to settle at once forever the question that has con vulsed this country and destroyed the lives of a great army of men, women and children In Cuba. ' When the present Health officer took charge three years ago there was only about $600 worth of equipage, now there Is nearly $3,000 worth, and of this $2,000 is new. Raleigh is still asking why there is no deduction in the 'fire, insurance rates made here, v Wilmington has just bad a 15 per cent reduction, The board of directors of the Blind Asylum have come to an agreement with Elliott Bros, of Winston to put up the building here for (22,500. This is just $5,000 more than their bid contracted for. The Southern Railroad has filed its exceptions to the fire wood rates now, It shows the rates here to be lower than in other States were before the commis sion reduced them. Rev. Dr. Putinger of the Church of the Good Shepherd, lias succeeded in erecting a chapel for regular services at Gary, a station about nine miles out from . Raleigh. Tomorrow this chapel will be regularly dedicated. ; Everywhere one goes here, there is to be seen street hands grading, digging and beautifying generally. Never before has there been so many people employed by the city, at any one time. In a year the city will have streets and Bide-walks fit to be compared with any place. Tuesday the 29th is the date that Chairman Caldwell sets for hearing tie exceptions against the fire wood rate. It is generally believed that at the same time some action will be taken as regards the passenger rate question. Commissioner Abbott says, that Chair man Caldwell's idea of making theCkun- cil of Stale a railrood commission, was favored by Robert M.- Douglas at far back aa 1890. Captain Shoe maker, chief of the revenue cutter Serv ice, was busily engaged today in making assignments of officers to the revenue cutters detailed yesterday for defensive service along the Atlantic seaboard. Every vessel in tbe service available for action will be assigned to duty. Even tbe new cutter Oreham, on the great lakes, and tbe little cutter Calumet, lo cated at Chicago, have been called on, and in a day or two both the lake ships will be en route to tbe rendezvous at Hamp ton Roads. They will make the trip to the Atlantio seaboard through the St. Lawrence river. The State constitutional convention today practi cally adopted the suffrage article which is to become a part of the constitution. The new constitution makes voters of citizens of the State and of the United States, native born or naturalized, who have lived two years in the State, one year In the parish and six months in tbe voting precinct in which they offer to vole. The voter must be able to read and write in bis mother tongue or En glish and must hand his application to tbe registrar in his own handwriting; or, if he is unable to read and write, he must own property to the value of $300.
