Bailey appealed from the decision of the Speaker, and the appeal was tabled by a party vole. A confer ence of the utmost significance has been held at the "White House. It was virtually a council of war to determine whether peace or war is to be the immediate policy of the government. Twelve prominent Senators were at the council. It is stated on the authority of the par ticipants of the council that the princi pal object was to determine on a policy of vigorous action. These Senators say that Congress will break all bounds if this policy is not determined on; will spurn the Executive policy and will declare war against Spain and for independence of Cuba. The extraordinary nature of the situa tion now is that both the United tita'es and Spaiu have thrown aside nil diplo matic etiquette an 1 have taken the sen sational step of direct personal negotia tioos between Minister Woodford on the part of the United States and Premier Sagasta of Spain. Minister Woodford's plan for avoiding war is considered to be practically in the nature of an ultimatum to Spain. Prem er Sagasta gains time by deferring see ing the Queen Regent until tomorrow. The President says that a cable from Spain is expected. momentarily conclud ing an agreement by which tho war in Cuba can be concluded. Spain however asks until tomorrow to reply to the proposition of the United States for the settlement of the Cuban question on the basis of an armistice, Spain then asks if the independence of Cuba is a condition of the proposition and the President replies, "yes." At the State Department, Secretary Day claims that Spain accepts the offer to secure the independence of Cuba by purchase, John J. McCook of New York, who is representing the financial combl nation, also says that such an agreement will be made, and a cablegram was re ceived at the State Department from Mlnisler Woodford announcing that the Spanish government baa decided to ac cept tho offer made through President McKlnley that the Cubans purchase the independence of their land. To this the answer Is made that it is not believed that either Congress or the Cubans is willing to accept ths proposi tion. Even if it were accepted, members of Congress soy that It does not eliminate the Maine situation. i Intense excitement prevails In Spain, A censorship ordered by the government has slopped all telegrams. It Is learned that at an interview between Sagasta and Woolford the question of the explo sion of the Maine was discussed. This, the Southern Railway Company refused to accept, and declined to take the Atlantic & North Carolina Railroad, saying expressly, fTI wrote such a letter and remitted the matter to tho people, they would not take tho road. There upon negotiations for the lease of Atlan- & North Carolina Railroad were ended. Since then I have urged that the rate reduction be maintained and fought out in the courts." Raleioh, March 80 On Chairman Caldwell's motion, the order of the rail road commission reducing passenger rates was rovoked, commissioner Pearson voting no. Caldwell tendered his resignation to the Governor, the latter at once sent for him. The board ot directors North Carolina railway by an unanimous vote endorsed the Qovcrnor in stopping the suit to annul the lease to the Southern Railway. In the Superior court this morning. Judge Timberlake declared tho Seaboard Air Line and Southern to be guilty of Issuing free passes. The Judge has not fixed tbe penalty. Both of the roads appealed. ' Si.ala,Un Pree..a.
