The President today signed the bill for the blockading of. the Cuban ports and notified the representatives of the foreign powers of j its being enforced. Army Hill, The volunteer army bill was signed by the President, after it passed the Senate and House. The action ou the volunteer bill was the chief business transacted by (Jongrcss during the day. Of this number 80,000 are to be assigned to the army for operations in Cuba.
