Governor Russell and the State Military Board, this even ing decided that North Carolina's two Infantry Regiments of white volunteers shall rendevous by 3 P.. M. next Satur day, April 30th, and that Raleigh be the point of rendevous, provided the city furnish free of charge the grounds for the camp. Journal Burhah, i Raleigh, N, C, April 27. f The plan to mobilize the State troops here has not as yet materialized. They may be ordered here on Friday. The Secretary of War has designated Raleigh as the place. Thirteen companies hare volunteered. Four companies decline to volunteer. The Governor's Guards of this city Lave not the requisite comple ment of men as some of the members are mere boys, and their parents refused to allow them to volunteer. Another com pany from hero is being formed, and the war spirit is alive in the negroes. The colored companies have been organized here. It is said that General Filz Lee strong ly endorses the appointment of Maj, K H. Hayes who is stationed here to be the Brig. General of the troops who shall invade Cuba. The suit for divorce with alimony Yesterday was critical for our arms, more from the perils of ihe sea than the attack of Spain. The fleet at Hampton Roads was in danger from the great gale. The Montgomery and transport Panther are at sea in the storin. The storm does not seem to have reached the gulf. Neutrality is being observed by all nations. Russia Bent word of her neutral attitude. Spain is represented as hoping, to make the war a long one in hopes of intervention by other powers. Talk of Spain submit ting after the first battle is also indulged in. Paris which was sighted Monday in longitude 29.06 by the White Star steamer Majestic en route from New York to Liverpool. The torpedo boats Givin, Talbot and Morris left Newport, Khude Island, bound in au eastwardly direction. The destination of th bouts is unknown. The Spanish troop ship Monserrat, re ported being captured yesterday, it now turns out made a successful run of the blockade of the American fleet. The vessel carried 800 Spanish troops and made a port at Cienfuegos, on the south coast of Cuba. Several American vessels that were within the harbor of Matanz.ts were towed outside the three mile limit on the high seas. General Lee and General Wheeler will be nominated this week by the President as Major Generals in the United States army. A battery of eighteen guns received orders to leave for Tampa, Florida, ami the troops left Chickaniauga Park this afteinoon. An order was issued late today by Adjutant General Corbin that all neces snry expenses for suhsistance, transpor tution, sheltering and the maintenance of the volunteers during the interval between the lime of enlistment and the muster or their being sworn into th service of the United Stales are hidden tul expenses. These expenses with those for clerical hire, etc., shall he met oy the government.
