Every one here believes that the Spanish and American fleets in tho far East may have engaged or are just on the eve of engaging in the li rat battle of the war. The fouudation for this belief is a telegram sent by Itear- Admiral Montejo, command-general at Manila, to the minister of marine late last night. It says: lam leaving with the squadron to take a position of expectation for the enemy." People consequently are possessed by a feeling of disquiet. This is shown in the eagerness with which details of the strength of the respective squadrons are discussed, Conditions are felt to be more nearly equal in the Philippines than in the An tilles. Indeed it is "believed by many that lbs advantages in the east are all on the side of Spain, whose fleet has a base of supplies there. She has there seven cruisers, and five or six smaller vessels armed with quick firing guns. It can be said without exaggeration that bad the PreS' Idont asked this city alone for the 125, 000 volunteers which the nation Is called To fake Havana. Special to Journal. WahuinoTON, April 28. The plans for active operations against Havana were decided upon in a conference this after noon between tho President, General Miles and General bhnftcr. Havana is to be attacked from the rear by the nrmy of the United Stutes in conjunction with the Cuban insurgents. The number of American troops to be used in the first Invasion of Cuba from some port to the east of Havana is to be ten thouaand men who will form the nucleus of the attacking army. The American troops will lie supported by the whole strength of the fleet under Heir Admiral Sampson which will move along tho coast In aid of the army. Admiral Hampton has informed the Navy Department that the Spaniards, since the reduction of the works at Ma- the 125,000 already culltd upon from the States of the Uniou. lorctiiritl ('nfrlendly. The attitude of Portugal towards the United Stutes is considered hostile. It is evidenced bv the refusal to allow anv telegrams to be sent from the Cape Verde Islands regarding the movement of the Spanish fleet lying at St. Vincient at those Islands. Portugal was expected to order the Spanish fleet to leave Jicr ports at once, following upon the course of England in declaring neutrality and or dering the warships to depart. At the last advices obtainable the fleet was still at the islands. Congress decides to sit In coutinuous session during the continuance of the war with Spain. Prlxe Taking. The last prize reported is the taking of the Spanish Bteauier Quido by the Moni tor Terror while the steamer was at tempting to run the blockade with sup plies into Havana with all her lights ex tinguished. Several solid shots from the Monitor struck the Guido. The missing Spanish schooner Saco, captured by the Monitor Terror last Sunday turned up today. She was sighted from Key West with all on board safe. The schooner is loaded witli sugar and wu3 brought iu by n prizs crew from the Terror, after all but tho Captain of the Saco had been taken off from the schooner. Temttrltt Nails. The Spanish torpedo boat destroyer Temario sailed today from Buenos Ayres, Argentine Republic. It has been thought that the Temario would attack the bat tleship Oregon now coming around the Horn. The boat suited from Bueuos Ayres under secret instructions from Spain and it is now supposed that she has gone to join the Spanish squadron at the Philippines. At Hie Philippine!. A dispatch from Madrid tonight says that nine ships were in the fleet that sailed from Mauila Monday. According to the Madrid dispatch the object of the departure of the fleet from Manila was to prey upon American com meres on the Pacific ocean. EuKlnud'a Aid. Washington, April 27 To enable the authorities to exercise full control over the naval militia organizations ordered to active service on ships of the patrol fleet and to give them proper status, tho men and oflicers will be required to en list in I he navy for a period of one year or until the war ends. Those who are not willing to be bound by these requirements and who do wish to pledge themselves to save for the period of a year, or perhaps less, will not be compelled to enter the navy. In all instances where vacancies arc so made iu the State organizations, the commanding officer will be directed to eulist men to make up the deficiency. Some of the naval militia organiz itions have insisted that their officers should have the same rank on board ship they held with their Stale organizations. This is not practicable in all cases, owing to the unfamiliarity of the officers witli sea life and their lack of knowledge of im portant details of tho work they would be expeoted to perform, When officers arc not proficient others will be appointed.
