It is believed that the connecting end of the cable running to Hong Kong may be still in the hands of the Spaniards. The Journal publishes a dispatch from Singapore, through British sources, which says that the Americans hold Manila aud are exercising the powers of government. The dispatch says that the forts iiave been reduced, and the Spauiah fleet destroyed, and that the lender of the insurgents has been sup piled by Commodore Dewey with arms fo the rebels. England Watching At Halifax, Nova Scotia, the troop ship has been delayed in sailing and It is believed that it is due in a measure to the threatened interference in the Phil ippines on account of Ucrman interests. Orders were received at Halifax for the authorities to keep the newly arrived battery of the Leinster regiment In readiness in case it be necessary to order the men from Ilalifax to Manila. The evi dence against him was not direct enough to convict him. The Navy Department feels anxiety regarding the whereabouts ot the torpe do boat Erric8on and an attempt will be made to locate ber if she does not return to the fleet at Key West by tomorrow, - May Bombard Smb. If the department hears definitely lhat the Spanish fleet is now at the Canaries the silencing of the guns at Merro may shortly begin, and a division of the fleet be sent to Porto Rico to seize lhat island. Admiral Sampson's orders hnve been to confine his operations to blockade duty and net provoke attack from tho Cuban forts at Havana. But now that the Spanish fleet is two weeks sail from the gulf, he may lie permitted to begin the work of demolishing the fortifications, while the armp is held in readiness to be conveyed to Cuba. The safety of the Oregon will ne longer be questioned if the fleet is at the Canaries, and her ar rival at Key West would antedate the Spanish fleet by several days. The Pact flr Coaal. The leaving of the Paciflo coast of Charleston and other vessels Is considered safe ss Spain has no fleet in the Pacific since the destruction of their fleet at Manila. loanr-gent l.oaa, Word has reached Kay West thai in a fight between Spaniards and Cubans, the insurgent leader Colonel Joan Delegado was killed. In this skirmish there were twenty one Spaniards and Cubans killed. The fight took place in Ilavaua Province. The Alfonao XIII. The big transport ship the Alfonso XIII is officially announced at Madrid to have arrived at Porto Rico, The vessel left Spain for Havana car rying 1,100 soldiers, supplies and halt a million dollars. The Navy Department hoped to make a prize of this vessel anil instructions were given to Captain Samp, son to look out for her. A special ser vice of some of the best American ships were detailed to effect the capture before a port was reached. The W. C. T. U. petition Governor Russell to prohibit the sale of liquors at the camp. The Academy of Music has been leased by Mr. R. C. Bives for the coinim; sea son. He has now gone north to book good attractions. Dr. J. J. Molt who is at the head of the silver Republicans in this Slate has ts Bucd a call for them to organize for the coming campaign. The volunteers in camp here are en titled to pay from April 27th, so says the Adjutant General. Capt. Gresham who was appointed as mustering officer for the camp, will as soon as his duties are completed next week, apply for active duty with li's regiment. This afternoon the 1st Regiment was paraded on the drill ground of the camp for inspection. The strength of the regiment is 1030. The Adjutant General has been noti fied that in Salem a man named Eugene Foucht has displayed in front of his office a U. S. recruiting poster, and on a black board by it are these worJ: "No one who ever fought against Uncle Sam need apply." Governor Russell author ized the Adjutant General to telegraph Foucht to remove the placard and in scription at once. Cowles of Wilkes, Lt. Colonel of the 1st Regiment, and Andrew D Lt. Colonel of the 2nd. The Colonel for the 2nd has not yet been appointed. Col W. II. 8. Burgwync, Capt. B. F. Dixon and ex-Judge Spier Whttaker are the names discussed for the place. The State Guard numbers 80 companies. Of these 15 companies have volunteered. All the companies In the 1st Regiment have been mustered into the service of the government. The pay of the officers per year is follows: Colonels, (3,500; Lu Colonole, $3,000; Majors, $3,500; Captains, 12,500; 1st Lieutenants, $l,f00; 2nd Lieutenants $1,500; Chaplains, $1,500; Surgeons $1,500; Privates, $1,350. The Governor now has the appointing ot Colonel for the Snd Rlgtment, three Majors, four Adjutants and a Chaplain for the Second. Ono Major aud tw Adjutants for the 1st regiment and some minor officers. Each company of course has 1 Captain and t Lieutenants. The United Btates Quartermaster General has telegraphed that all rejected men must pay their way back homo. The health officer reports for April 30 deaths, and SO berths. Both about evenly divided betwen llie two races. The Mayor of the city has tendered to Dryaa Grimes Camp the free use of the bath houses, and bathing pool al Pullcn Park. There are no facilities for bathln right at the camp. Nearly every store In the city will lie closed during the Memorial ceremonies on Tuesday May 10th. The Cape Fear A Yadkin Valley R. R. case has been decided by the U, 8. Court of Appeals, and the road will be sold as an entirety. The opinion Is written by Judge Ooff, Judge Purnell dissenting. There la very harsh criticism of the management of the Commissary depart ment of the camp here.
