C, May 0. The drenching rain that (ell all yester day and last night added to the dicp of the thermometer made life rather uncomfortable oat at Bryan Grimes camp. Some of the companies are advertising for men so as to bring np their compa nies to the required number. In every company but one (Capt. Bnrn'sof Golds- fa jro) there were men rejected by the surgeons. After the Wilmington com pany reached here on Friday, there were ll men who changed their minds as to going to war, and the surgeons rejected ll more. The captain had Oil men, so with the 22 short he needs l more to brine his number np to 80. Yesterday the soldiers were marched by companies to the grand stand at the Fair Grounds, which is close to the camp, where the Chaplain Rev. Dr. Pru den of Durham preached. Governor RuBsell was, on Saturday, asked to request the Adjutant General to appoint a Hospital corps. This tele gram to . the Governor came signed "Steroburg Bur-Gen." Regular army officers will be sent here to command the negro troops. Thus the appointments made by the Governor of prominent negroes in the State as officers to command the colored battalion are ol no good. The "Ladies Relief Association" which was organized here last week, will estab llsh a library at Camp Bryan Grimes. Mrs. D. L. Russell, wife of the Gov ernor is at the head of the committee for literature for the camp. There wera 60 rejected men who went out on tho west bound train on Satur day. Governor Russell will probabiy ap point Rev. D. II. Tuttle of the Methodist conference, to be the chaplain of the 2nd Regiment. It is said that Governor Russell will not regard the orders of the war depart ment as to officer to command tho col ored battalion, but will hold to his ap pointments of colored officers. It wax said yettardny- that the negroes here said the troops would disband before they would bavo army officers to command them, for they would have no mercy on them There were quite a lot of soldiers sick at camp yesterday and there is one case of measles, It is rather amusing tt see the efforts of the men t get rid of their beards- Shaving is a luxury that the soldier does not have very often, and then under difficulties. Tomorrow the Memorial exercises will be very largely attended, for all the sol diers in camp here will attend. Then the fact that the orator of the day is the gallant W. II. S. Burgwyne, who has just been made Colonel of the Second Kegi ment of North .Carolina Volunteers, is another reason why the crowd will be very large. The Secretary of State on Saturday in corporated the Mountain Creek Milling Co. of Catawba; also the Niagara Grape and Fruit Co. of Moore county. The directors of the NOKII met here on Saturday, a was stated, to re ceive the bonds of the new Secretary and Treasurer of the road; Secretary Worth's bond was for $20,000 and his sureties were Btate Treasurer Worth, II. W. Jackson, and John S. Armstrong. It was accepted, $50,000 was placed in a surety company, but neither Sultan or his bond appeared WHERE ARE THE FLEETS? The State militia were mustered in today and arc ready to go to the front on the transports, a great fleet of which is being prepared by the Department. Much apprehension is occasioned in shipping circles by the breaking away of a floating mine. Washington, May 9 Not a word has been received from Admiral Sampson up to midnight. It is believed now that the battle with the Cupe Verde fleet may occur, if it has not alreudy been fought near Cape Haytien, a town on tbe northern coast of Iayti. The cruiser Montgomery was last seen near this place, and as the Mont gomery was acting as a scout for Samp son's fleet the vessels are not likely to be far distant. It is considered pretty certain by the nnvy people that San Juan, the princi pal port of Porto Rico, is already occu pied by a formidable Spanish fleet. The chief inton st now is in the expected en casement between Admiral Sampson's fleet and the Spanish Cape Verde fleet Admit HeArlti;. At a late hour it wus admitted by ofll- ciais nf the Navy Department that some intelligence has been obtained of the location of Admiral H irapson, and that the suuadrou is now off the northern coast of Haiti. On this information the officials say that by not later than Thursday they ex pect to hear of a decisive battle being fought in the neighborhood off San Juan, Porto Rico. While almitting the location of the American fleet, the Department is appar cntly in ignorance of tho whereabouts of the Spanish vessels, at least it could not be definitely ascertained if any informa lion of that nature had been received. By some it is thought that the enemy may push on beyond San Juan and at tempt to reach Havana. If such Is the case Sampson may encounter them in the waters between the eastern extremity of Haiti and the west shore of Porto Rico Tuesday, and a battle fellow at once. The last scouts ol tne neet win give full warning of tho approach of the Spanish warships. The Army. The movement of the army of invasion is necessarily dependent upon the actions of the fleet. The Navy Department as sures the War Department that its plans may be based upon the certeinty that The Second Regiment and the colored I Battalion will be stationed at points on I tbe coast to serve on the coast defenses. The commissary department is ordered I to provide travel lations for the First Regiment. It is expected that arms and I clothing will be provided for the men I upon their arrival at Chickamauga as their accoutrements will not reach here I in time. Surgeon Wilder of the First Regiment I left for Wilmington today to examine! part of the negro battalion there, and I Surgeon Jordan left for New Berne for I the same purpose. Surgeon Wilder next I goes to Charlotte to examine Taylor's I company. Calvin D.
