Adjutant General Cowles received notice today from the War Department that the order had been changed, which ordered the First North Carolina Regiment to go to Ciiicka mauga Park. The order now is that the First Regi ment shall proceed to Tampa, Florida immediately upon its being completely equipped. General Cowles says it will probably be a week before the Regiment is ready to move. IT IS A PITY UNCLE SAM DID. Washington, May 10 Although ten days have elapsed since the Spanish ships left St. Vincent, and going at the rate of ten knots an hour tbey could by this time have covered the distance to San Juan, it now turns out that the Spanish Beet is not there at all. Conjectures have been made by the naval authorities as to the whereabouts of the Cape Verde fleet. The official view was that the Spanish fleet was to the south of I'orto Rico, at the Windward Islands and a battle was hourly expected to be heard from. All these surmises will now have to be laid aside and uew plans laid, if there is no mistake in the last reports, for accord ing to official advices received tonight by tho Navy Department the Spanish fleet has returned to Cadiz instead braving the attack of Sampsou's lleU as has been hoped they would do, From Hong Kong it is reported that movements are taking place among the naval vessels of the foreign powers thai suggests an intention of intervention by the powers in tho Philippines. The sit uation at those islands la very serious for telegrams from Manila to Midrid, siy tliat the insurgents have gitten beyond control of the authorities, and that they hod attacked and killed many Spanish soldiers, among the killed being Admiral Montojo, n ho fought agaiust tho Ameri can vessels, and who was wounded in the fight. The probable condition of the whole Spanish navy is shown by reports of the Manila engagement. According to re ports from reliable sources many of tho Spanish shells Bred from their warships were uncharged and did not explode upon striking .the American vessels. Several suoh shells pained through the flagship Olympia without exploding. The fear that has struck to the heart of the commercial interests, tins reached the fishing inlireU. The owners of An ericau fishing vessels have decided to abandon the fisheries on the New Foundland banks for fear of Spanish warships, reports of their presence in those waters being sent out from time to time. ( Captain Greshara the mustering army officer has sent the different surgeons off to different plaoes to examine the negro volunteers. This is done with twe objects in view. One to save the government expense in sending back ITlliMng home the rejected ones and the other is so that Immediately upon their arrival at Fort Macon they can be mustered into service. Out on the parade ground yesterday the soldiers had a regimental drill and t0 dress parade. There were crowas ot la dies there, and quite a large number of Che business men here. The officers Bay that is hard to bring the boys down to regular camp life when they are so near home. The L. O'B. Branch camp Confederate Veterans at a meeting last night offered itself 89 a home guard. It will bring up its number to 81 men. Capt. Gresham the mustering offloer has received a telegram saying the Gov ernor can appoint the officers to the col ored battalion, so his first appointment of colored officers holds good. In the colored battalion there will be but 20G men including officers. The 1st Regiment did not go the Memorial exercises today. Capt. Thorp of Nash county introduced the orator Col. W. II. Burgwyne. During the memorial ceremonies a flag was presented by Mrs. Branch the widow of Gov. Branch to the L. O'B. Branch of Confederate Veterans. Governor Russell is criticized for the appointment of Adjutant Dan .Johnson of Wilmington. It is said he is totally unfit for the position, but he is a nephew of the Governor's. It is said tills morning that the 1st Regiment will be scut to Tampa Instead of to Chlckamauga. This will be done as soon as they arc equipped, but scarce ly under a week. The Reidsville and Oxford companies will consolidate. The Murphy and Le noir county companies will be ordered here to complete the 2nd Regiment. The cost of tho mobilization of the troops as far as the State is concerned will not be $1,000. This being mainly for the duty pay of officers who arranged the mobilization.
