To regain her lost colony of the Philippines is among the projects. Through English reports from Gibraltar it is reported that fourteen warships are getting ready for the Phil ippiues and on the ships will be eleven thousand troops. Movement on Unvnnn. That some intimation has reached the English government that Havana and Santiago dc Cuba will soon be bombard ed by the American fleet is inferred by the Britisli Admiralty ordering the men-of-war Talbot and Alert to those places to protect English Interests. The various reports of the where abouts of the fleets are conflicting, al though it is believed iu Washington that Schley and Sampson have formed a junction of their fleets and are moving together on Havana. Although it is thought that the Spin- iah fleet is on the wav to attempt the raising or tha blockade of Havana, a rumor comes from Colon, Central Amer ica, that the Spanish vessels will touch at that port. TncWrrrun. I The reports of the location of the ves sels arc not to be depended on. Under the policy of the governmont no information of that nature is given out. Secretary Long declares that the battleship Oregon is safe but declines to give particulars or the location of the vessel. The activity of the Spaniard) in Cuba is greatly Increased under the expectation of assistance from the Spanish fleet. General Blanco cables to Madrid that ho has received plenty of provisions from outside places. That there will be a complete rear rangement of the vessels Id Cuban waters is determined on. The plan is to form one squadron of the faster vessels and a second squadron of thejslower ones. The fast vessels will be then able to keep up with the movement of the SpanUli fleet The torpedo boat Rowan is added to the defenses of the I'acillc coast.
