Information confirming the dispatches from Madrid announcing the arrival of tho Spanish fleet at Sautiago do Cuba, has been re ceived today at Washington. In proceeding to Santiago de Cuba the authorities say that Spain has made decidedly good move and that her agents have been keeping Admiral (Jorvera well advised of the position of Admiral Samp soli's squadron. lhe Spanish squadron is making a feint at Santiago, Cuba, in an endeavor to draw Admiral Sauipsou and Commo dore Schley iu Mint direction, that Cer vera may get the faster American vessels into a running fight with 1 lie idea of separating the New York or oilier cruis ers from the more formidable and slow 3oing battleships, at lhe same time main tiiuing a position in which be could reach Son Juan de I'nrto Itico without lunger of being interrupted. The Porto Itit-o Mirht. Accounts of the attack by Admiral Sampson on Sin Juau, Porto itico, hive been received by the steamer Arcadia, which sailed from that port on May 14th. Captain Lloyd of the Arcadia says that twenty Spaniards were killed during the bomb irdment of tho forts by the Amor ican vessels, and that sixty were wound ed, and that many houses were dam iged. Washington, May 19 If Admiral Gervera once gets in Cienfuegos harbor he would be comparatively safe at an anchorage over ten miles beyond its nar row entrance and wholly out of range of American naval rifles. The operation of eventually extricating himself from this refuge would be dangerous to a desperate degree, but strategists whose admiration has been repeatedly forced in the past week by Cervera's consummate skill do not belicve.this would deter him, and do not questiou that. he would accept the meagre haZnrd of slipping out some stormy night, especially as the rainy season is practically beginning now in Cubt. In Cienfuegos, as long as be chose to remain there, and lus supplies lasted. Cervera would enjoy security, for no American warship could attempt to pen etrate its long, narrow, tortuous entrance with any hope of success. The Ladies Relief Association yester day passed resolutions of condolance for the death of the young man, Boltz of Carteret county who lost bis life in cut ting the cable down In Cuban waters, Dr. Stockard, the first surgeon of the 2nd Regiment has arrived nnd he will today begin his duties. It will cost the government $15.31 a man to carry the 1st Regiment to Tampa or vory nearly $5,000. Of all the regi ments that have been transported the expense so far lias been about $1,000,000. Governor Russell was very indignant Inst night when shown a telegram stating that it was reported he had said that the Kurtli Carolina volunteers were panic stricken and that drafting would have to be resorted to got up the required num ber. After tho sorrows of bidding the sold iers good bye yesterday, thinking they would leave today for Tampa, at 0 o'clock this morning orders for movement of troops were revoked. It is said that the reason for this is because there are too many troops at Tampa already. They may be sent to Miami, Florida.
