New York, May 23 That a naval bat
tle of momentous importance is going on
the const of Cuba and in the Windward
Passage there is little doubt.
Dispatches from Port au Prince, Haiti,
11 of the sounds of battle coming across
the water to the shores of Haiti.

heavy cannonading from the north,
towards the Cuban shore

Cuba.

Valencia, Spain, is also alleged to have
orders to sail to the Philippines tomor
row. The fleet consists of two battle
ships, one cruiser, Ave auxiliary cruisers
and three destroyer. Notwithstandidg
the Spanish newspaper report that those
fleet are to leave for th Philippines, it I
believed that their real destination 1 the

taken by Sampson and Schley the vessels
will be added to the strength of Admiral

Washington, May 23 There is more
expectation than war news in Washing
ton, so far as the public is concerned.
That is why the hourly rumor finds be
lievers no matter how wild it may be.
There is news important news but it is
of contemplated movements rather than
f battles fought and things accomplished
consequently it comes undor tho band of
the censorship which has been estab
lished by the government and is not al
lowed to bo made public. It relates to the
movements of our warships which are
trying to get that Spanish fleet which is
dodging around Cuban waters cornered
where it will be bound to fight, and there
are reasons for expecting the success of
the efforts.
Talk is again prevalent of postponing
the iuvasion of Cuba until fall. The rea
sons given are that the raiuy season will
begin in Cuba about the tenth of June,
during which it will be impossible lo
carry on an aggressive .campaign, and
that it will tequire several months time
to manufacture the amount of ammuni
tion that will bo needed by the army.
The fact that this talk is semi-officially
encouraged, instead of being rebuked.
makes it probuble that it is intended to
throw the Spaniards off their guard. It
is only the Spaniards who have contend
ed that military operations could not be
carried on in Cuba during thn rainy sea
son, the insurgents have proven to the
contrary by making their most active
campaigns during that season. U. S,
roops may be landed in Cuba any day.
What else are the troops being hurried
south for?
President Me Ki nicy must have suc
ceeded in getting exceptional men in Mb
Cabinet. When everybody else is en
gaged in trying by hook or crook to get
pointer on the plans of the army and
navy, the members of the Cabinet decided
that it would be best to confine such
knowledge to the President and the Sec
retaries of War and the Navy, and in
accordance with that decision requested
the Preeident not to discuss intended
movements nt Cabinet meetings. The
gentlemen who have thus cut themselves
off from opportunities to know every
thing going on and to go on say they did
not do so from any lack of interest, but
from fear that they might, if they knew
the plans, in an unguarded moment say
something that would serve1" J foun
dation for publications that ni'gut result
in frustrating those plans.
The. administration thinks it will be
good policy for Congress to clinch the
friendliness expressed for this country
by the officials of France by making an
unusually large appropriation for Amer
ican representation at the big Paris
Exposition in 1900 something like ft,

The First Regiment N. J. Volunteers,
U. S. A., left here yesterday morning on
three trains, between 10 and 11 o'clock.
,000 people were at the stution to bid
them farewell. There were 981 officers
and men in ranks, one man Laving been
left in hospital uure with measles. In a
few days he will rejoin his regiment.
There were many tears shed at the
parting yesterday. The troops were in
fine spirits and yet some of them wept
too. One mother whose son was going,
fainted.
The Second Regiment will be complete
tomorrow night. Two more com
panies fill it; one today and one tomor
row, hacu is required to bring 100 men,
so as to be Bute to muster in. The real
cause of the failure of the regiment to
be mustered iu earlier, was the neglect
to have the men carefully examined be
fore leaving home, and even after that in
not bringing at least 90 here.
The camp of the 2d Regiment occupies
all the space in the State fair grounds
east of the race track. There are 280
large tents, which are very comfortable.
The location is far higher than Raleigh,
and the troops greatly like it.
Col. Burgwyn of the 2d, leaves for
Washington tomorrow and says lie will
make special efforts to obtain complete
uniforms and equipments for his regi
ment. Only two of its companies are
now completely uniformed and four par
tially so.
The First Regiment did not go as far
as Tampa, but arrived at Jacksonville
early this morning and is encamped
there.

another call for volunteers
Col. Buuhau Cameron today shipped

Savannah, On., this morning says: The
third section of the train carrying the
First IteKimeut N. C. Volunteers to
Florida, while at Burroughs station near
this city, bad a bead on collision with s
freight train.
This section conlaiued the Durham
Concord, Raleigh and Charlotte com
panies.
Private Barbec was killed and Private
Colclough was mortally wounded, and
four others slightly wounded, all of the
Durham company.
The engineer of the freight train fled
as soon as collision occurred.
