Washington, May 81 Meagre advices

Hatlen that the American fleet was forc
ing an entrance into Santiago harbor.
Further advices from Cape Hatien
then -ame that information was received
through Havana that the American fleet
began cannonading the forts at Santiago
at 2 o'clock this afternoon. The batteries
at Morro Castle, Laizcopa and Punta
GarJa were bombarded.
At the same time the American vessels
began an engagement with the Spanish
warships.

The report of the engagement as re
ceived from Kingston, Jamaica, was
that Commodore Schley lured out the
Spanish fleet by means of a decoy vessel.
The result of the ruse on the part of
Schley was that the Spanish began by
an attempted attack on the American
vessels with their torpedo boats.
The attack by Schley on the batteries
then followed. The firing on the fortifi
cations after a time teemed to gradually
slacken but was more accentuated in the
locality where the fleets were engage!
The heavy cannonading between the
fl -els was taking place at 8.33 In the af
ternoon.

The report now is from Cape Hatien

Russell from Washington, and the tele-
gram was referred to Adjutant General
Cowles for reply.
Captain Leo said that under the Im
muoe Act he was desirous to ruise a reg
iment of immune negroes in North Car
olina aud Virginia, and desired to know
what were the facilities at Raleigh for a
rendezvous of such troops.
The Adjutant General replied that tho
Second Regiment is here and that fncili
tiesnro limited, and that Hie Governor re
fuses to mobilize his own negro battalion

The Adjutant General has aovised that

The ceremonies of Rational Decora
tion Day were more elaborate yesterday
than they have ever seen here before.
President Meserve of Shaw University,
(colored) delivered the address. Rev.
Dr. Pettinger was the Chaplain, The
services were held in the "Mary Reade
Memorial" chapel at the "Soldiers
Home" then the procession went to the
National Cemetery which was near by.
From there they went to the beautiful
Oakwood" and decorated the grave of
Ensign Bagley. The New York World
had ordered that the grave be decorated
and before the procession reached there
it was one lovely bank of flowers. There
were other tributes, in the form of beau
tiful designs from the Meade G. A. R.
Post of Philadelphia. The Loyal Le
gion of Women of AVashington, and
other parties. A detachment from
the 2nd Regiment was in the proces
sion.
The Ladies Relief Society, formed for
the purpose of caring for the sick out at
the two camps here, has extended its
work and now proposes to supply the
North Carolina troops with shirts and
underwear. Mr. Hlldebrand, the lessee
of the penitentiary shirt factory, has
generously offered to make free of cost,
500 shirts. The Society will supply the
cloth.
The Worth Bagley Monument Fund
has reached $1,158 Oli.
Tne funeral of Mr. Frank Ileartt who
died here so suddenly Sunday night
from rheumatism of the heart was held
this afternoon.
The Adjutant General says that the
Governor will not designate officers to
recruit the First and Second Regiments.
He says it is Impossible to recruit the
companies already In service, and et
some of the Captains in the Second
Regiment say they can do so.
Governor Kussell says ir the govern
ment wants recruiting officers it must
appoint them. This will no doubt be
done. Of course Governor Russell wants
to appoint all the officers possible so as
to put bim in good standing with as
many as possible, and if these companies
are recruited up to the full quota of men
called for from this State it will knock
the Governor out of about 100 appoint
ments.
News comes from all over the State
