At 7:15 this evening the Navy Depart ment received a dispatch from Admiral Sampson that between 7:30 and 10 o'clock yesterday the guns of his fleet bombarded the fortifications at Santiago and that they were completely silenced. Admiral Sampson's report says that in the attack upon the forts none of his vessels were injured. Fighting Again. A dispatch late this afternoon from Cape Haytien says that word came from Santiago that heavy firing 'was heard again this morning. It is supposed that Admiral Sampson is shelling points along the coast to drive back Spanish troops. Assistant Secretary Meiklejohn has chartered ten more vessels for transport ing twenty thousand troops, the last detachments decided upon to be sent to Cuba and the Philippines. Wants Hawaii. President McKinley said to a promin ent Senator today: "I want Congress to stay here until snow flics if necessary to secure the annexation of Hawaii." A dispatch from Cape Haytien confirms early reports of an American victory at Santiago. It says that the entrance to Santiago harbor and the neighboring coast is in complete possession of the American forces. The first reports also stated that the fleet had sunk the Spanish warship Keina Mercedes iu addition to destroying Morro and the other forts at the entrance, and that the Spaniards admitted having suf fered heavy losses, and that an American land force had met the Spanish Infantry and had defeated them and were advanc ing on Santiago. Motrins; In Form It is declared by members of the Cab inet that twenty-five thousand troops will sail from Tampa tonight. They will be carried by the transports to Santiago to join the forces there for the capture of the place. New camps for volunteers are to be established at Savannah and Fcrnandina in addition to those already established at gulf ports. The First South Carolina Regiment ar rived at Chattanooga today. The entire number under the first call of volunteers is reported filled as prom isod. The dynamite cruiser Buffalo has ar rived from Kio Janeiro at Norfolk, Va.
