Adjutant General Cowlei today received a telegram from Secretary Long of the Navy, saying that he had referred General Cowles's telegram concerning the North Carolina Naval Reserves to Rear Admiral Erben, of New York who has the command of them. This afternoon Adjutant General Cowles received the : following letter from Lieutenant 0. II. Arnold, of the United States Navy at Charleston, 0. "I have been directed to enlist the members of -the Naval Militia of North Carolina, into tho ssrvice of the United States as an auxiliary Naval force. "Members presenting themselves will be required to. pass physical and pro fessional examinations, and will be given ratingB for which they may be best found qualified. The officers and men will be notified that while the intention of the Depart ment is that their services shall be used as far as practicable for necessary const defenses, they must be prepnrcd to serve wherever the Department deems their service necessary. Enlistments - will- !iefor One year's general service, unless discharged. "A discharge will be granted upon re quest, providing tho exigencies of the service will permit. "Officers will be examined for grades to which they may be appointed, for one year if successful, and according to the duties they will bo expected to perform.' Immediately upon the receipt of this letter Adjutant General Cowles wired Lieut Arnold to know where he wished to muster the men into servico, and sug gested Wilmingtou, N. C, as the best point. Numerically this fleet of eleven vessels reprcsnted just about one- half the available ships that Spain could send to tea.
