Tbe tax on tobacco and snuff is now 18 cents per pound, on cigars $3.60 per thousand and on cigar ettes $1.50 per thousand. New rates must be paid before any manufacturers can femove any tobacco or cigars.. All dealers who had over 1,000 pounds of tobacco or 20,000 cigars must file an in ventory of stock on hand June 14th and give to thejRevenue Collector of his district within SO days. They will be re quired to pay a tax of 3 cents per pound on snuff and tobacco on hand and a CO cents tax per thousand on cigars on hand on that date. Those who have a less quantity on hand can sell without the additional tax. The two severe storms that swept over Raleigh on the afternoons of the 13th and 14th, so interfered with dress parade at camp that, "double quick to tonts". was made. Even then they got good drenchings. The Second Regiment is recruiting up to the required strength rapidly. There are only two yellow fever ta nnines (white) in lately. Seven more colored companies will be sent to Fort Macon. Governor Russell expects that a third call for volunteers will soon be made, and then that will be answered with whito volunteers. Though the mutilation of the bodies is act in 'flagrant violation of the rules of civilized warfare, it is not probable that the United States will take any offi cial notice of the occurrence unless it is repeated. Should it be repeated this government would be justified in making representations to the powerB protesting gainst the barbarous methods of Spain, but it is not probable that this will be done. It is not the policy of the United States to recognize the interest of any third power In the present war or to in vite intervention in any way. Every effort is to be made by the com manders of the American forces to pre vent their men, who will naturally be made very indignant by the actions of the Spanish, from retaliating in the same way upon the dead of the enemy. Now that it is feared that the Spanish cannot be relied upon to wage war in accordance with civilized methods officers will be instructed to take extraordinary precau lions to prevent their dead and wounded from falling into the hands of the enemy for it is not believed that the Spanish who would hack a dead body would hesitate to treat the wounded in the same way. In the Senate Mr. Allison called up the joint resolution passed by the House yesterday appro priating $473,161 to pay the Bering sea award. Sir.
