General 8hafter states in his dispatch the t he has been in formed that the entire business popula tion of Santiago, the foreign consuls and the Archbishop of the city have all united in a strong appeal to General Linares to end the suffering and to surrender. From the tenor of General Shatter's dispatch it 1 is thought in Washington that there will be no surther fighting at Santiago. The city may be surrendered at any moment. The officials on duty at the War De partment state that in case General Linares refuses to surrender the city General Shatter will not likely bombard for some days, but will take the precau tion to prevent supplies of any sort being taken into the city. lie may thus suc ceed in capturing the city without fur ther bloodshed. Each room will cost about $30, Lieutenant Harlowa has been asked by General Brooks If there Is sufficient room and water at Fort Macon for him to order about 5000 negro troops to be mobilized there. Yesterday when the order to move the remaining 500 negro troops from this State was to be carried out many of those who had volunteeied backed out It Is thought that the news of the ter rible lots of life among the negro troops at Santiago, caused this back down.
