General Miles is at the front with the army before Santiago and President Ale Kin'ey believes that he will soon change the situation. He has assumed c im- mand. General Dulfleld of Virginia has been seriously wounded by the Spanish tiro. Reports of a battle are received from several sources. The New York World tonight says that a tcrrlno buttle is now in progress at Santiago, All the way from Rome comes a report that Santiago has capitulated, he "Trihunel" of Rome publishing a dispatch from Kingston, Jamaica, to that effect. A cipher despatch was received at the War Department late this afterndbn, but the contents are not public. The Cabinet is perplexed over the meaning of a flag of truce which General Shatter sent into Santiago yesterday afternoou. Shatter sent Mijor Noble into the city under the protection of the flg. In regard to the report that tho greater portion of General Linares army had probably escaped from tho city to the westward, a cabinet member said that the authorities did not believe that It was likely. The American army has been drawing around to the northward making such a movement of the Spanish army difficult. The Cubans have occupied Das Cam- nlos which had been evacuated hy the Spsniards. General Narro with six thous and 8paniah troops is hastening from Holguln on the north side of the island to reinforce Linares at Santiago. General Shatter with the new troops which are arriving can bold him oil. Five thousand reinforcements have arrived within a few days, giving great encouragement to the whole army.
