Governor Russell has received en dorsements of his administration from tho negroes of New Hanover county his home and this it is said was obtained only through bis work to put the negro regiment forward and to obtain negro officers, no matter how Incompetent they may be. The appointment of David Bagley, biother of Worth Bagley, to Annapolis, has been postponed by Congress until its next session. It was hoped that he and several others would be appointed at once. A report Is in circulation here that there is so much sickness In the camp at Tampa llmt it is probable the troops will be moved from there to Asheville N. C. C, July lit Tuls morn ing the jury of the Wake county Su perior court rendered a verdict of not guilty in the murder case of State vs Drowning. The trial has attracted wide spread attention throughout the State The killing was aggravated by the cir cumstances, the deceased being the father-in-law of tho defendant Browning. The prosecution was forcibly pushed by 10. W. Pou, solicitor, and Armistead Jones, Esq. The defendant was ably represented by Messrs. Simmons, Pou & Ward and ('. L. Harris Lsq. Mr. Simmons made one of the best speeches ever heard here and was highly complimented by the members of the liar. Judge Bryan, presiding jmlgo at this term of the court, gave great satisfaction to both lawyers and litigants who have cxncricnced in time past some of the weaker lights of the bench. ON THE DIAMOND. The report of General Shatter is that the number of Spanish prisoners surrendered by General Toral in Santiago is twenty two thous and, seven hundred and eighty nine. The number of rifles turned over was ten thousand with ten million rounds of ammunition. The Spanish force surren dered to General Sliafler is larger than the American army that surrounded the cltv. Six prize ships were taken in Santiago arbor at the fall of Hie city. They were laimed by Admiral Sampson as beinj! the spoils ofwar of the navy. General Shafter, however, would not L'ive them up, claiming their capture us due to the success of the land forces. The victory of Santiago will he suc ceeded as quickly as possible by another equally as brilliant at San Juan and no time will bo lost in forwarding troops and artillery for the prompt seizure of tiic city when the attack by land and sea begins. The government is exceedingly anxious to get the troops landed on Porlo Kican soil because Spain may sue ior peace and the United States could not claim J actual possession The point where the first parly will be put ashore !- at a southern point on the coast of the inland, and is not far distant from San Juan. There it will remain until reinforced by the arrivol of the first installment, which will cousist of at least 8000 men, followed at once by the main body under Brooke. Tho eight thousand of the advance guard lo go at once with General Miles will lie followed lu ten days by thirty thousand more. General Miles did not get away from 3ibouey yesterday on the cruiser Yale for Porto Uico but was ready to go today, General Miles will land and seize a base lu anticipation of the coming of the other trjops.
