AT Special to Journal. - Washington, August 6 The condi lions, presented to Spain by the United States for the establishment of pence arc agreed to by the Spanish cabinet and have been approved by the Queen Hcgcnl. A summary of the reply of Spain has been cabled to M. Gambon the French Ambassador at Washington. The formal reply is now on the way. M. Thibault, the secretary of the French embassy called at the State De parlment this afternoon and had an in terview with Assistant Secretary Moore. It is delieved that Thibault made nr rangemeuts for the meeting of President McKinley and M. Cambon at which the Frency Ambassador will present Spain's formal reply and final acceptance to the peace proposition. East af War, It the answer of Spain is presented in the form expected, it is probable that an armistice will be declared in Porto Kico and Cuba at once. The acceptance of the American terms involves great sacrifices, which Spain could not make hastily. Acceptance of the terms means her reduction from a colonial power to nine more man a peninsular nation. Caucasian says tbat Congressman Skin ner Is anything but a Republican and that the Is a traitor and a monopoly tool. He says that In Washington Skinner Is not allowed to attend a caucus of Popu list, Senators and Congressmen. The editorial goes on to say it would le a disgrace to the party, as well as a calam ity, for such a man as Skinner to be re nominated. .This Is possibly another case of "pot and kettle," anyhow lets wait to have the "kettle" reply to the article. The tobacco market opened here yes- tesday. There was quite a large "break" at one of the warehouses. It is expected that several million pounds will be sold here this season. The report that the North Carolina soldiers at Fort McPherson were so un trained and undisciplined that they were relieved from duty and sent to St. Si mons Islands Is relished here but little It is said that they allowed the men to go in and out at will from the fort, and tbat they allowed some Spanish soldiers to escape. While the men may have fallen far thorl of that perfection found in the regular army they surely had some training here that would have learned them a few things. The Soverign Grand Lodgo of Odd Fellows Is pteparing for the annual meeting which will be held In Boston in September. The grand representatives are Messrs. Bruton of Wilson, Williams of Elizabeth City; Sawyer of Aslieville Past Graud C. M. Busbee of Raleigh will also attend, as - will Past Grand Representative Lumsden. The resignation of J. W. Bailey editor of the Biblical Recorder, from the Agri cultural Board of trustees, giving such reasons as that lie would no longer serve where Governor Russell kept such a corrupt man (John R. Smith) in power brought about questions that have not pat Mr. Bailey very favorably before the public. It has come to light that Mr, Bailey not only drew his perdiem for his valuable services ou the board (that was all right), hut he pocketed the allow ance made the members fur board while here in discharge of their duties. Senor Robledo told her majesty that the acceptance of peace by Spain under the terms of the American treaty was dangerous to the perpetuity of the Span lah monarchy. The Spanish authorities have given orders that Captain-General Macias should not force resistance In Porto Rico to the utmost. This is at the iusti gatiou of Sagasta, who deplores unneces sary loss of life, knowing ihat Porto Rico will inevitably fall into the bands of the Americans. Macias hasj been instructed to obtain term like those obtained byToral or better, so as to save Spanish honor as much as possible. Vumtrng Hank. The transport Louisiana arrived this evening at New York with troops from Santiago. The soldiers will be sent to Montauk Point. Norfolk, Vs., August 5 The Merrill Wrecking company have received advices from Santiago that the cruiser Infanta Maria Teresa Is found to be In fairly good condition as to her machinery and boilers and will shortly start for Norfolk under her own steam. The purpose of the Admiral's visit was to call at the Naval Hospital to see Captain Concas and the other wounded officers and men of his fleet, who are there for treatment. lie was met at the Bay Line wharf by a United States naval officer and left in a launch for the hospi tal. The Admiral breakfasted there and spent several hours with his wounded countrymen, of whom there are six of ficers forty-seven men. The Admiral was much interested in the condition of his men and was grati fled at the Improvement they are mak Ing. After his visit to the hospital the Ad miral was taken by Dr. Uleboree In a carriage to the navy yard, where he tcok lunch with Commodore Farquhar. lie went to Virginia Bdach in the afternoon and returned to Annapolis at night. The Spanish officers at the Naval Hos pital have been allowed the privilege of the hospital grounds and the cities of Portsmouth and Norfolk.
