NO MORE pended, they do not foot up the totals, leaving it to the treasury to audit all account! and determine the aggregate. So far the treasury figures show that about $100,000,000 Las been spent, but now many debts already contracted bare yet to be paid there is no means of know ing. Tbe expenditures for August will probably be the largest yet, for the rea son that many of the bills for July will be paid, and the cost of the Porto Rican expedition and the removal of the army from Santiago will, it Is thought, be in cluded. It is expected, however, that an average expenditure of $1,600,00, per day will not be exceeded. The total cost of the war depends, of course, upon Its duration, but It Is al ready evident that should peace be de clared during the next few weeks, the necessity of maintaining the present military establishment will continue until other means of controlling Cuba, Porto ICico and the Philippines are found. . concerning it are very few. It is said ilmt Spain lias accepted (ho general terms nlTered by the United States, but insists upon many quibbling changes, Ah a sample of this it is said that upon high diplomatic authority that Sagasta refuses to consider Manila ns nlrcady in in the possession of the American forces. and asks that the question of the Philip pines be treated upon the basis of condi tions actually existing. It is also said that the time and manner of withdraw ing tlio troops from Cuba and Porto Rico are held by Sagasta to be proper subjects for negotiations. Of course no one expects anything but peace in the end, but Spain's delaying may prove directly against her interests, by bringing some harder terms, whicli are certain to come, if the war is loug continued. It will be some time before the reduc ed rates iu the Wilmington and Weldon branch of the Atlantic Coast Line, tiered by the Ilatlroad Commission, will go into effect. The new rates were dcred to begin on the 13th, but today R J. Burton, counsel for the road, filed no tlcewitly the clerk of. the Commission that tbe road would appeal to lite courts, This, of course, meant that from the lower courts the defeated side wiu ap peal to the Supreme Court. Tbst will of course, take some time, and until the court settles the matter the old ratos will exist. Secretary Ramsey, of the Agricultural Department, does not like to give out any department news, nor docs he al low the pulillo to see the minutes of back meetings of the agricultural board The trustee! of Agricultural and Me chanlcal College met yesterday. It has been known for some lime that Mr. Sklnnor't place as stosrard would prob ably be changed, as he it such a strong Democratic. He hat made an excellent officer. Btatt Labor Commissioner Ilamrick, It getting out a pamphlet regarding whisker distilleries In this state. It will corn is matured; some fodder is ripe and pulling has jnst begun. Tobacco is ri pening rapidly and well; curing Is pro- ressiug very favorably. There are some further complaints of damage to tiie crop by flea bugs. Minor crops are doing very welL Pea vines are excel-' lent and full of pods. Sweet potatoes' and peanuts promise large yields. Sor ghum cane is fine. Rice is very grassy j and needs work. Fall cabbages are not j doing well on account of too much rain. Grapes are ripe, but the jluld Will be diminished by rotting. Canning and drying fruit is under way. Fall plowing it now making better progress. Special reports on cotton are very diversified and make it difficult to de scribe its condition in general terms. It is doing very well on stiff, blark soil, where well cultivated, and under bucIi conditions has not made too much weed and is fruiting well. On light, sandy loams the plant has become large at the expense of the fruit and shedding of bolls and lower leaves continues. The crop is generally poor In the north and northeast, as well as the coast sections of the State, but is excellent in the south central, the most important cotton grow ing section. As there are less matured bolls than usual at this season it appears probable that the yield will be below the average, but it must be remembered that its condition is such that great improve ment is possible with favorable condi tions and late frost, and the yield may yet bo large. Surgeon Brooks at camp hospital here discharged six more of those soldiers left here sick when the Second Regi ment was moved. Five of them were from the Gastonia company, and went to Land's End, S. C, to join their company. In the splto of the peace signs the re cruiting ror the 1st Keglment goes on steadily. This slowness in securing men does not look as though It would be so easy to raise another regiment in this Stato, as some of the high officials de clare. P. M. Pearsall of New Berne has come here and taken charge of the distribution of literatuie,4and the assignment of Democratic speakers during the ap proaching busy campaign. This morning the 9th Cavalry (negroes) arrived here. They stopped over here, or rather one section did, for several hours. While Captain Wright, com mandlng, says that they have been at Tampa for 3 months and that tbey have no sick men with them still it is not relished by all here that these men should have slopped here for so many hours. Some of them were allowed to come from the depot up into the city, There were two sections carrying this part the regiment, 508 officers and men. One of the men got drunk and fought one of the police, breaking the fingers of the officer: Congressman Skinner is here and says he does not mind Senator Butler's attack upon him.
