SECRETARY DAY AND M, CAM HON SIGN THE PROTOUAL. Provisions of the Protocol Pre liminary to a Treaty of Peace. Rough Riders Had Luck. Sampson and Schley. Special to Journal. WaSiiinoton, August 12. The Protc cai, preliminary to a treaty ot peace between the United Stales and Spain was signed tliis afternoon at the White Mouse at 4.23 o'clock. Secretary of State Day noted in behalf uf the United States, and M. Onnibon the French Ainhiiftsndor, for Spain. The Protocol, provides First That Spain will n limjiiisli all nl ns ot sovereignty over, ami title to Cilia. Seeond That Porto Rico and (he other Spanish Inlands in the West Indies; ami a nislnnd in the Ladrnnes, Ihis islaml ti be selected by the United Stales, shiill be :eded to the United Stntes. Third That the United Stales w-i occupy and hold the City, Bay and Har bor of Manila, pending the conclusion of the treaty of pence, which shall drier mine the control, disposition und govern ment of the Philippine Inlands, Fourth That Cuba, Porto Rico and other Spanish Islands iu the West Indies shall be immediately evacuated, and that commissioners aro to bo appointed within ten days, who shall within thirty days after the 1'rotouol is signed, meet at Havana and Ban Juan, respectively. lo arrange and execute the details of the evacuation. Fifth That tho United Stales and Spuin will each appoint not more limn five commissioners, to negotiate and con elude a treaty of peace; and tho commis sioners are to meet at Paris not later than October 1 Sixth Upon the Protocol being signed, hostilities will bo suspended, and notice to that effitct will be given ns goon as possible by each governmept to the com menders of its military and naval irees Accepted Finally. Spain coma not even accept the very liberal terms of peace offered by this government without resorting lo its cu' tomary skulduggery, by attempting to ultuch conditions that would have com pllcuted the work of negotiating the treaty of pence. It Is needless lo say that the attempt was a failure; tho terms of ieoce were not hurriedly made, and were not made lo be changed, Spain accepted them, without conditions, fast enough when informed Hint they would Iw withdrawn if not accepted at once It is only fair lo say tbnt M, Cambon.lhe French Ambassador, who hits acted as flpaiurs representative In Washington through all the negotiations, tried un successfully to persuade the Spanish nilu islry not to delay. About lh most disgusted men who bnve been in Washington since it was known that the fighting was all over aie several members uf the companies of Itnugh Rld.irs which were left at Tampa when their companions went to Santiago. Tj my dy Ing day the recollection ot that disap pnlntment Will rankle, and there are hundreds who feel the same way. We do not blame anybody la particular. It was just our bard luck. We bave beeu told that we oto go down to Cuba wild the army of occupation, but there U no solace In that. Washington, August 18 The public lias been so busy discussing the arrange ments for the end of the war with Spain that it has not given the attention its importance desorvnd to the action of the Sultan of Turkey in declaring that his government was not responsible for the destruction of the property of American missionnries, nt ITarpoot, Armenia, in 1805, liy a Turkish mob, and that he would not pay the $100,000 which this country has been demanding for the missionaries with more or less persisten cy for more than two years, the claim was died by Secretary Olney during the last months of the Cleveland adminis tration. Thoso who are urging that a fleet of warships, which could start at an hour's notice, having been prepared for the ex pected trip to Spain, be sent to Turkish waters to collect this money, hy force, if neccHsnvy, arc met with the statement hut one of tiie diinculties in the way is that in disclaiming responsibility for the :icls of a mob Turkey has taken precisely the same position that this government has taken in the past. Santiago de Cuba August 11 Oenernl Garcia, who got angry because Ibis city after its surrender was not turned ivev lo the Cubans, severed all relations with the United Stales Army and withdrew his troops, indicates a desire to recon sider Ills notion In a letter that was re ceived today by General Sliafler. The letter is dated at Uilmra, August It is In response to a request made by General Miles, July 10, when ho was ilanning hU expedition to Porto Itico, that General Garcia detailed fifty Cubans to accompany the expedition as guides and scouts. General Garcia said that as be under stood General Miles had already sailed, e supposed il would be too late to coin- ply with tho request. lie stated, how ever, that he was willing to furnish the fifty men if they were still wanted, aud inclosed an order for them. The National Manufacturing Company of Greensboro was yesterday Incorpor ated for ihe manufacture of woodenware, brassware, etc. The report of the Labor Commissioner shows a very great falling off in the sale of cigarettes. In the eastern district under the Revenue Department the man ufacture of cigarettes has decreased about sixty millions. There are some who think the new tax has caused this decrease in the manufacture and sales, while others think it is due to the anti- cigarette laws in the west, aud the hard fight made iu other States against it. The sale of cigars and suufi has in creased.
