From tho 10th to the 15th light rains oc curred every day. In a few counties the rain was needed, but over the larger portion of the State dry weather and more abundant sunshine are now cssen llnl for maturing crops; this Is especially true over the entire sootlon west of the Blue Ridge, where the rains have been continuous and heavy. Freshets oc curred on all lower bottoms of the French Broad ailtl other streams, injui ing corn considerably. Santi.voo dk Cuiia, August 15 Hours of sober thought have considerably modi lied the views of tho Cubans on the ces sation of hostilities. There is no longer any talk here of not recognizing the fact that peace has been virtually de clared between the United States and Spain. Tlio Cubans have come to realize that such a view might make the situs tion disagreeable for t hum. The censorshipwhich was reimposed here a week ago, has been lifted, and am able to tell of a remark that General Shaftor made on this subject to mo Sat urday. It lias teen cut by the censor out of my dispatch referring to the altitude of the Cubans. I do not believe," General Shatter said, "that the Cubuns will go on fight ing In the faeo of the proclamation." Here he brought down his list on the table by way of emphasis. "But if they do," he continued, "they will be making an attack upon the United States and will be treated ac cordingly,'' Extreme dissatisfaction i) still tx pressed by tho Cubans because they re ceived no formal notification of the tus- pensinn of the hostilities, and nnr.-qtirst was addressed to tho Insurgent leaders which would make them partici to the truce. Those who have extreme views look upon this as another manifestation of the contempt In which the United States holds her Cuban allies. What Garcia may do is hard to tell but Castillo and other leaders here bo Hove that ho will at once cease opera Hons and faithfully observe the procla mation. I HIGH GRADE GROCERIES j I . . .
