A cyclone visited Mount Airy last even ing unroofing the Cape Fear and Tadkin Valley depot and blowing down several buildings. Throe miles west of Pilot Mountain the railroad trestle and a hun dred feet of Hack were washed away. The Mount Airy train had to slop at Pilot Mountain. Trains will be able to pass some time tonight. The Wllkesbarre train could go no further than Donnaha today. The Yad kln ltlver there was four feet above the railroad track and trestle, the highest ever known. The telegraph wires have been down above Donnaha since S o'clock this morning, and no news has been received from there since then. At that time the river was up to the depot, and it is feared JSmoot & Son's big tan nery has been washed away. . Near Donnaha today Lewis Mosher, aged twenty-one years, was in the river catching pumpkins as they floated down. He ventured too far and, was drowned before assistance could reach blm. : Charlotte, N. C, September 28. Spec ials to the Observer from points in Western North Carolina tell of serious damage from a cloudbuist. The Tadkin and Catawba Blvers are booming. In Caldwell county the -rainfall has been six inches in twenty-four hours. The Carolina and Nortbwestorn Railroad tracks are two feet under water in one place. .PECULIAR POISON'S. Washington, September 24 Eight members of President McKinley's war department investigation commission met In the cabinet room at the While House this morning, pursuant to the re quest of President McKlnley. They were Major General Dodge, of Iowa; Major General M. C. Cook, of Ohio, retired; Brigadier Gefteral Wilson, chief engi neers United States army; ex-Governor Woodbury of, Vermont; ex-Governor Beaver of Pennsylvania, Colonel Benby, of Indiana; Colonel Sexton, of Illinois, and Captain Evan P. Howell, of Georgia. It was expected that the ninth member from Maryland would be present, but he failed to appear. The mombers occupied the seats of the cabinet about the conference table, with President McKlnley at the head. General Dodge, who was expected to be chair- man, sat at the right of the President. There was a free and frank exchange of views respecting the work at hand, and methods to be pursued for its accom plishment. President McKlnlej sought to impress upon the members that tho investigation should be thorough, and stated that if any member imagined the object of the commission was a task to exonerate any one from blame for mismanagement or incompetency, except upon the clearest and most convincing proof, he wished to disabuse the memliers of any such opin ion. It is thought that the plan of having nine commissioners is for the purpose of three examining committees one eaclt for qaartors, commissary and medical, the work to thus proceed simultaneously in all departments. Spanish duty, and lastly has Instructed Its Peace Commissioners to hurry along the nego tiations of the treaty of peace in every way possible Why Spain suddenly lays claim to so much goodness is a question that nobody in Washington the French Ambassador has gone to Europecan possibly answer, but Sagasla probably hopes that such an attitude on the part of Spain will aid the Spanish Peace Commissioners in their dealings with our Peace Commissioners, at the Paiis con feronce, to begin October 1.
