Paws, September 2(t The members of the United Stales commission to nego tiato conditions of peace with the com missioners of the Spanish government arrived In Paris this evening from Lon don. The commissioners were met at the depot by the United Statos ambassador and the entire staff of the embassy. Without being demonstrative, their re ception was cordiaj, thoroughly Ameri can in character, and from the grouping of the important personages on the plat form of the railway station was almost imposing. The Spanish peace commissioners ar rived here at 7:20 p m. They were re ceived by members of the Spanish em bassy. Montoro itloi brings the decora tion of the golden fleece for M. Bryan, of the Third Nebraska Regi ment, was nnable to leave Washington today for Jacksonville. "I have a touch of malaria,", he said this evening, "and my physician told me today that 1 would have to remain here for two or throe days." Colonel Bryan was In bed where he passed most of the day. His face was Hushed with fever and lie reinaiked that he guessed be was a little tired out. '1 have been delaying my return to Jscksonville," ho added, "for three or four days In the hope that I would ft el lieller the next dny and be able to un dertake the Journey." Colonel liryan expressed the reluc tance with which he hnd admitted his illness. ( The public schools of this city have opened, and the enrollment of children is so large that the present accommoda tions are Inadequate. Judge H. R. Bryan Is again here, hav ing convened Wake county Superior court. Judge Bryan is always liked for his business and dispatch In court mat ters. He lets nothing drag nor keeps any cases over which, can possibly re ceive attention. . Col. Jim , Young with Ws military swagger and political cunning Is here. He reports the Governor's "Braves" as in fine condition. From his public talk and private inclinations it looks as if Young might take down, or attempt It, some of the negro nominees on some of the eastern county tickets. Young says "there are too many negroes in nomina tion." " . J. B. Lloyd, Populist Congressional nominee for Second district has not do clared himself yet. He gives some ex cuses for this delay, but it is understood that he Is waiting for Marlon Butler to say what he must do. The cyclone that last week swept the course of the Yadkin river, In Wilkes county, and the Piedmont section did damage to the extent of $300,000. This Is the finest corn section in the State and the farmers suffered severely. Many miles along the course of the river were washed away. Superintendent Mewborne, of the State penitentiary, declares that the crops on the State farms were never eo good as this year. Ho asserts, however, that the penitentiary will not be able to make any money because of the low price at which cotton Is selling. There will be a meeting of tho Rail road Commission on next Friday. The Commission will consider the cotton rate, also the matter of joint local rates on the Seaboaid Air Line. Rov. Orders have been issued to Commander Hemphill, of the cruiser Buffalo, to sail for the Asiatic station on October 10, where he will join Admiral Dewey at Manila and deliver a large draft of men for the ships under his command. The Buffalo has been overhauled at tho Now York navy yard and converted into a fine cruiser, mount ing modern six-inch guns and a formid able secondary battery of six-pounders and machine guns. She was at one time the Brazililan dynamite vessel Nictberoy and was purchased in the United Stales and fitted out during the insurgent war a number of years ago by the American minister to this government.
