Slajor-Qeneral Miles' plan Is to send two
divisions to Cuba, the first under com
niand of Major-General Wade, to leave
iu October, and Ihe second, under Ma
Oen. Fitzhugh Leo, to leave in November,
Each dlvlson will number alioul 0,000
men, "and the plan Is to have 12,000
troops In Cuba, or on tho way there,
within the next Blxty days.
It is not contemplated that any large
part of tills force will be assembled at
me point In this country or in Cuba, tho
purpose beiiigto keep the men scattered
as they can thereby be handled to better
advantage. The probability is that there
will be very fow troops at Havana, mo4
of troops being scattered through Ihe
western end of the Island, garrisoning
the small towns and thus gradually put
ting Into effect the military occupation
of tho Island. In anticipation of the
move, the quartermaster' department
preparing to have transpoits avail-
nble for the troops.

The Populist and Republican confer
ence committees met in secret session
yesterday. The object was Xo adjust all
differences between the two parties. The
taking down- ot any candidates was
left to chairmen Holton and Thomp
son. The Capital club has decided to give

Colonel Burgwyne is today called
upon to know what he proposes to do,
