Attempt I flae Blame For HatTerlaa Can nanipoa M Wrrr, Havana, Cuba, October 10 Admiral Sampson's continued Illness is having a depressing effect upon the other mem bers of the American evacuation com mission, who, besides being hampered in their work, are filled with regret at the Admiral's trouble. He is suffering from stomach disease and a general breaking down of tbe system due to the strain of the last year. : y The relations which the members of the commission have borne with one another have been more than cordial. Generals Wade and Butler fear that Ad miral Sampson cannot recover unless given absolute rest from care. The news brought to Admiral Samp son in private dispatches from Washing ton had caused him to worry and has made his progress toward recovery slow. These dispatches tell of the attempt to fasten on him all the blame for the suf ferings of the Santiago campaign because, as alleged, a Cablegram from him advis ing haste caused Shatter's expedition to start before it was ready. It is said that Admlrai Sampson knows a plot has been formed to make him bear a large part of the burden of the respon sibtllty for the suffering of the soldiers at Santiago and on the return trip to the United States. Only a few of the official dispatches have been made public, but among these few are several from the Admiral giving him undue prominence. The Admiral is worn In mind and body by the terrible Btrain to which he has been subjected since he was appoint' 10 the Maine inquiry commission. He Is In no condition to withstand the oreseut movement agaiuat him. The Admiral exaggerates the importance ol his enemies and fee's that he is com- uletelv at their mercy while here In Havana. Unless the Admlral'scondition speedily improves he would accept a relief from Washington and go on a furlough. Mrs Sampson desires to take her husband North. . October 11. f At the appeal case of the Wilmington and Weldou R. R. against the order of the Railroad Commission in reducing passenger rates, the case was not taken up on its merits, but on a motion by the Commission to strike out certain parts of the bill on the ground that it . Is scandalous and Impertinent. The case was heard before Judge Simonton at Greensboro. - - ' : Tbe "Confederate Tea" netted tbe ladies $90 for the Soldier's Home. This was doing splendidly, and surely the rest of the State can come forward, and do her part, and thus put the old veterans on a good footing for the winter. One of the leading butchers here on yester- day sent one hundred pounds of fine beef to the Home. It is stated that already , negroes are flocking into this State from South Carolina. Of course many of them will try to vole.no doubt. There is only about half the number of applicants for pensions as there were last year. State Geologist Holmes lectured here lust night on good roads.. He says that out of the OU counties only S3 have a road tax. This tax ranges from 8 to 18 cents on the 1100 property valuation. Mecklenburgh county paying the highest. He says bad roada cost the Slate $5,000,- 000 a year. That to macadamize the roads would cost $30,000,000. Governor Russell has .abandoned the Idea of going to Jacksonville to visit the First Regiment. T. K. Bruner, ex-secretary of the Agricultural Board has been appointed a judge of awards In the departments of nun, and mining and sericulture at Omaha. He left today for the work. Tbe Now York Contest. ' 111 ' FUl.La.tf Absolutely Pure) LEE AT SAVANNAH. Camp Hlte For HI Corp Selected And iBemovnl from Jacksonville Is Ordered. Savahnah, Ga., Oct. 10. Maj.-Gen. Fitzbugh Lee, of the Seventh Army Corps, arrived in Savannah from Wash ington this morning and established his headquarters at tbe De Soto Hotel. These officers came up from Jackson ville for the purpose of meeting General Lee and arranging for a camp site for the torps on its expected arrival here. Mayor W. P. Meldriin and Alderman Guckenheimer took the party out this morning iu carriages to the Avondale track, about mile from the city, where the camp will be located.' : General Lee and staff express them selves as highly pleased with the site, and on their return orders were issued tr the removal at once of the troops from Jacksonville to this city. - The first regiment to come will be the Ninth Illinois, which will leave Jackson ville Wednesday night and arrive here Thursday morning. It will be followed on Saturday by the Second South Caro llua and on Sunday by the Fourth Illinois After that the regiments will come to Savannah at tbe rate of two a day. Gen oral Lee wired orders to that effect to Jacksonville this afternoon, , The city has made arrangement to run a water main to the campground, an ex tentlon of about . two miles, within a week. General Lee said this afternoon that the corps would hardly get to Cuba before tbe middle of November, though the movement by water from Savannah will begin shortly after the first of the month.
