war investigating commission began the
examination of witnesses at Jacksonville
today, nslng the oflice room of General
Dodge's private car ior this purpose. .
Col. Louis M. Maus, chief surgeon of
the Seventh Army Corps, and a regular
army surgeon, wu the first witness. He
said there was only small field hospital
when be arrived in Maj, aud but few
sick men: Sickness developed slowly
and there was little of it until July.
When the order came for the establish
ment of division hospitals there was
some delay in getting supplies, such as
tents. He made his requisitions on
Tampa, but finding that all efforts there
were directed to getting 'General Shaf
tei'd expedition off, he made his requisi
tions upon Washington direct..: After
this they were promptly filled. ;
There wu no suffering among the
sick, but they did not have the luxuries
at the beginning of the war that there
were in the latter days of ft. 'Nor,"

commissions are today u far u ever f
from agreement concerning the date of ;
the final evacuation of Cuba. '
Last week the Spanish commissioners
announced that it would be impossible to
withdraw all the troops before January
IS, which date it was then believed would
be agreed upou. Misunderstandings arose
and now the commissions are so far apart
that an agreement between them seems
unlikely. Colonel Glrauta today said
the situation would probably be referred
back to the governments in Washington
and Madrid.
No confidence is put In reports from
Paris that Ssgasta has ordered Blanco
not to evacuate Cuba until the Philip
pine question is settled.' Tho Americans
point to the complete plans of Cuba's
defenses placed in their hands by Gen
eral Blanco, as evidence of tbe Span
iards' honorable intentions.
More than that, Spanish troops are
evacuating the Island as rapidly as pos
sible considering the ships at their com
mand. Orders have been given for the
immediate evacuation of Puerto Prin
cipe. This means that shortly after No
vember 1 all the Eastern provinces will
be under American control. -.

Cuba will be forced to accept annexa
