" ; Says CrveB County Is 'Hacked," Press the Button and Negro Magistrates Come Forth." NegrolgmtobeOTerthrjwn. - Greenville Situation Shown. , Richmond, November 8. Of all the counties In North Carolina accursed by negro rule Craven, In which is located the orettv town of New Berne, is the most severely afflicted. Here is the list Register of Deeds and two deputies, four deputy sheriffs, coroner, four constables. twenty-seven magistrates, connty com missioner, member of the board of edu cation,' thirteen school committeemen, three road overseers, city attorney, three aldermen and four policemen. ABB WB BACKED? Craven is the only County the Demo crat have any doubt carrying at the coming election'. Negro rule there has been so complete the white people are somewhat hacked. They are making desperate struggle against fearful oddi." ",. Craven county is one of the best coun ties in the State as far as fertile landr and high-toned white people go. But In last few years she has been captured by the negro politicians. Here are the negro office holders of Craven county ai present: 1 register of deeds and two deputies; 4 deputy sheriffs; 1 coroner; 4 constables; 27 magistrates; 1 county com nilssioner; 1 member of the board of edu cation; 13 school commlllemon; 8 road uverseerg; 1 city attorney, for New Iierne the capitol city of the county; 3 city aldi'rinen; 4 policemen. . , The Kepuulican ticket In Craven county for the coming election Is what put the white people of the east to thinking. - The clamor for more offices was so vigorous at the Craven County Kepnbllcau Convention by the negroes that the white people began to he alarmed. A negro politician said at the Craven Convention: press tub Burros. . "In 1S9J we pressed the button, and behold John B. Willis, register of deeds came forth; again we pressed the button and Robert Hoseley, county commission er, came forth; we pressed the button aua aeputy snenus camo lortb; we pressed tho button and magistrates came forth. - "And now in this convention we have again pressed the button, and behold C, C. Roach, for county treasurer Is before us, and with tho past and present before ui what shall the future give us." This Is the slogan of the negro polttl clan. . But the call of the men of the east has been beard by strong men all over the State In every county old time Repub licans and honest Populists are lolnlng the white throng that is now marching to overthrow fusionlsm and negro domi nation. On November 8th the while man will win. They are fighting for Ihei son, their daughters, their wires and their homes I lo avoid conflicts good white pco- Ple give way for turbulent negro crowd. But the day is soon at hand when this will ccasa. This crisis I here If In the coming election the yoke negro domination cannot be hurled off there will be race war here In North Carolina. It 1 a case of self, preserva- tlm. In many towns in the nero counties, such as New Hanover, Craven Edirecombo, Brlle, Halifax, Pitt and otliere, the values of property have da predated on account of negro domin lion. OneMYtLLR OVRIIRUf The Intelligent white people are thor oughly aroused to the condition thlnira. In order to put Ureenvilie un der control off Ignorant negroes an mean white men the Legislature of passed a bill laying of the town In fon wards. By a gerrymander the like which has never been known erookedneas of lines and alttrn tion of territory, lhee wards were so shaped that the negroes woul carry two waids and the whit two wards. At the last May election the number of voters in these wan .honed a white majority in the town of 33, and If the people bad been allowed to select their own nisyor, as well as their councllmen and the councllinen ha'l been I' ' honestly apportioned, a Republlrsn furin of government would prevail In On-cin- vllle to ly. lint the bill wlikli litis l, inlature panned had In It lite strange pro !. yUion that 111. two negro wards cmittiht 2! You stats that it has been published that I "have lived with a negro woman called Sarah many years, and that my negro children are on the streets of New Berne." Now In regard to this charge 1 will state that it la untrue. This woman never had a child In her life, which le generally known by all the old citizens of New Berne who have known her from childhood. She has reared several col ored children, relatives of hers, who did not have a drop of white blood In her veins. They had sunk a shaft about six feet deep behind a pile of trash, and had tunnelled about hUf way under the wall. These Federal prisoners, so the authorities claim have more lime and latitude than do the State prisoners. This tunnelling was done during their dinner hour." This teems that there 1. much carelessness there, that men arc before they cn be mustered out and paid up. ' - ' j The annual reports from all the coun ty superintendents except the one from Mltche 1 county have been sent In to the . Slate Superintendent of Public Inst rue-! tion. - II r. 3, W. Bailey, editor of lhe Biblical Recorder, and general fault-finder is gain on the war path attacking the State Fair and Its management. He objects to many of the side shows, and what he terms gambling devices. He describes them separately, so ho evidently knows what he Is talking about, or tblnka he does. It is a pity Mr. Bailey bus to live in such a w'lcked world with his saintly views. ' The Republicans issued a campaign circular today using the statement of the Halifax negro Steptoe, that Capt Kitch en, his son and others assaulted him and broke into his house.. Steptoe has se cured a bench warrant for their arreit. Anything regarding the reorganization of the Stte guard into three regiments will not be given out until after the elec tion. What It has to do with the election is not understood. . ' Oovernor Russell Is In Wilmington In conference with O. H. Dockery, Sr. The Democrats will have to be on the watch for otherwise some trick will be played upon then). , ainong whom were some of the best citi zens of New Berne, I also took my meals at her table with these gentlemen. My sleeping apartments have been in my office building ever since I have lived in New Berne, which! still occupy audi take my meals at the hotel. I am safe in saying that there is not a colored woman in New Berne who is more highly es teemed and respected by while and col ored than "Aunt Sarah" as she Is called, who is a devoted member of the church and faithfully lives opto her religions duties. Since the war I have been the attorney for her and a large number of women,., whtto and colored, collect ing rentB, etc., . for r them, and not one of these women ccn say that my relations with them has not been strictly moral and honorable in every respect. 1 have also transacted business with many white and colored clients during this period as office attor ney 4c ,-and I have yet to learn of a sin ilo client who cair truthfully say. that I have knowingly wronged him, or her, out of a cent. Now in regard to the Jane Hill case, and no guard or official looking after them. ' The cotton receipts for the past year here have been 28,804 bales as against 23.279 bales for the year previous. The receipts have been about 25 per cent greater than last year and the price about one cent less per pound. The registration books are being care fully examined here, and it is found that there are ex-convicts registered, and 46 dead negroes. All these will of course be taken off the books, and the strictest watch be kept at the polls. . The device on the Republican ticket a picture of McKinley, over the picture is an eagle with out spread wings and flags on either side with cannons, guns. bayonets, a sword, a drum and cannon balls. . The Democratic and . Populist tickets are plain. Things are in bad enough shape here, but In Wilmington and New Berne and all that eastern section things are "red Hot." ' Red shirts are going to figure pretty lively In the State next week, and "red shirts" and negroes always clash. It Is ... l r 1 1 1 .. .1 .
