Having, through tbe American Commissioners, at Paris, submitted 111 demand for all the Island, and having expressed Its willingness to repay Spain all the money It has actually spent (or public improvements la the Philippines, this government now patiently waits for Spain to get through its needless and useless objections and get down to busi ness, by either agreeing to our demand or by refusing It If it agrees to It, the drawing up of the treaty of peace will te an easy matter, and soon accomplished, It refuses, that breaks up the Peace Commission, and this government will proceed to take military possession of the Philippines, and will then consider whether it will be worth while to make war afresh upon the Spanish soldiers in Cuba, and upon Spain itself, at home. Fountain, ex-State Populist Chairman who figured so protnioemly in the White Supromacy Convention at Goldsboro last week announce himself as the Congressional candidate in the Second District. . Tbere was a big fusion rally herejlast night addressed by Jim Young (negro), Logs Harris, Guy Barnes, Dan Young and others of that class who favor negro rule. The rally wa, composed almost enlirelv of negroes. Democratic Chtlrman Simmons is chanted by a Repuolican secret circular wltn saying u tue Democrats coniroi iua legislature that they would disfranchise the poor and Illiterate, and that in another instance he said they would enact an election law that would die franchise all negroes.
