A. W. Scott, a negro lawyer,. who is
considered as : partially 'responsible for
the rioting was escorted by Ave white
citizens to thi south bound train and
given specific orders sever to return to
Wilmington under any -circumstances in

Chief of Police John R. Helton, C. H.
Gilbert of the street force and It. H.
Bunting a Republican magistrate, were
taken to the city limits by men armed
with Winchesters. They were not given
time to change their clothes and were
put on the New Berne train at half past
two in the afternoon and ordered not to
come back. There may be more to follow
and those that left were required to take
an oath never to return.
Tne Kinston Naval Reserves arrived
in charge of Lieutenant W. D. Pollock.
Tbe company arrived at 3 o'clock this
morning and brought one of the Colt's
rapid-fire guns like the one now in the
armory of the Wilmington Light Infan
try. These companies and tbe ones from
Maxton and Clinton wero stationed on
guard at different times last night in
various parts of the country.

dispatch to the Herald says: Instead of
paying Spain $40,000,000 as an Indem
nity for the cession of the Philippines
Islands to the United States, President
McKinley simply proposes to reimburse
her for the debt of (1,000,000 contracted
for public improvements. The President
and his cabinet . have carefully noted
that the sentiment expressed through-
out. the country during the past week
has been in opposition to the suggestion
to Indemnify Spain to the extent first
proposed.
As first given out by the administra
tion, It was Intended to assume the entire
Philippine debt, which ammounlt to
140,000,000. Tbe present Intention of
the President is to pay the debt contrac
led by Spain for tbe establishment of
lighthouses, harbor Improvements and
pubile buildings. All told, it is stated,
this does not ammount to a very large
sum, being fixed at abbout 11,000X00.
Friends of Spain In the diplomatic corps
say It is an outrage for the President to
offer such small sum.t

milter, was called Into the conference.

been to call upon Mr. Depew, but only
to obtain Information about train.

Of course interest centered all yester
day in the state of affaire at Wllmincrton.
State troops are there it is true, but
where may they not be needed next with
negroes at fever heat all through the
east. It Is surely to be regretted that the
Democrats, so long as they had things
surely In their hands did not more peace
ably direct things there. No matter what
was the cause of the trouble, it will al
ways be held against the Democrats
that they began their rule with tbe death
of eleven negroes.
The count today gives the Democrats
only 7" Congressmen. It was thought
that Linney In the 8th District was de
feated, but he was re-elected, (Republi
can) in that district, and .White, (negro)'
in the 2nd district. Atwater, the Inde
pendent Populist candidate from this
district, who was supported by the Dem
ocrats, says he will vote with the Demo
crats, that there is nothing elie for him
to do. It was reported that Jenkins, ttre
fusion candidate would contest Atwater's
seat but he says now he has no grounds
for contest. '
The annual meeting of the Raleigh
and Gaston R. R. stockholders was held
yesterday. President Hoffman and the
old board of directors were re-elected
The other roads undet the Seaboard Air
Line system also had a stockholders

Line and the Durham and Northern) and
re-elected all old o Ulcers.
At the annual Chrysanthemum show
which is being held here John H. Small

sult of the elections overshadowed overy-
thing else, this week, in Washington,
although the peace commission, at Paris,
held an .important Joint aession. No
class of politicians are entirely satisfied
with the elections, although all of them
manage to find something to rejoice
over. . And there are others besides the
politicians wh-1 would- have preferred
that the Home shout ! not have beta so
close. An election as thtt was invaria
bly leads to bickering and charges and
countercharges, which engender ha d
feelings, and results In Injuring the
country abroad, If not at home. -Accord
ing to the best information obtainable
at Washington, the Republicans will
control the House, but it will be by a
very small margin, and will not be con
ceded by their opponents until the ofllc
al count In a number of close districts
has been' made. ,
There are rumors floating around
alleging that someeensatlonal testimony,
which was purposely withheld until
after the election, will shortly be given
before 'the War Investigating Commis
sion, snd that it is likely to-be followed
by the disgrace of some officers. It is
the easiest thing in the world to start a
sensational rumor in Washington, and
as a rule they attract little attention, but
this one has been reiterated so persis
tently since the election that it appears
to be finding believers. A short time
wid determine its truth or falsity, as tbe
commission will not take much more
