Under the Republican regime np to a recent date there were fourleen negro policemen, including one sergeant, but when Mayor Waddell ana nts Democratic board of aldermen went into office by the remarkable, tarn that affairs took last week the negroes were dropped from the police force and other positions. ' : Two of the companies of the paid fire department continued to- be manned by negroes, but this afternoon the board of aldermen met and discontinued their services. Sixteen negro firemen . went overboard and white men were elected in their places. For the first time since November 6 the saloons opened today at noon. . On the day of the election and the subsequent days of the race conflict not a drunken man was to be seen in Wilmington, in consequence of the precaution of elosing the liquor establishments. The situation here is quiet. A well organized police, force of seventy-five men is keeping excellent order since the withdrawal of the troops. Mayor Wad dell and his aldermen are getting things in good condition, and already they are instituting wholesome reforms in all de partments. '. ' : ' Mayor Waddell ia receiving baaketsful of letters from all Stales of the Union.! Most of the letters congratulate him,' others threaten him, and some are abus ive. The mayor throws the ugly letters in the stove and treasures the others, Negro refugees are returning from the woods more freely. A cold, drizzling rain is forcing many of them to seek shelter in the city, despiie their fears of the white man's gun. Atquadof police mounted on horse back is to be put into immediate service. Aj the peace commission at Paris has adjourned until Saturday the apprehension of a rupture will remain in abeyance ; until that date at any rate. There is still a confident feeling in offi cial circles that Spain will finslly iflvein, but if not the mailed hand of war will not be long in constraining her. It is con sidered that Spain ought to be only tio grateful that the United States is willing to allow.yany money consideration even if ever so little. It was recalled today at the State De partment as an Interesting historical fact that of all nations the United States has been the only one to pay for ceded territory. In all wars ancient or modern, the conqueror have taken everything available without scruple, and all losses or acquisitions of territory have almost without exception been the Immediate result of war. . ' The United States famishes the most notable exception, as the Louisiana, the Florida and Gadsden purchases were all made In a time of peace. We also have the exceptional distinction of paving for land already won by the right of con quest, at w did with Mexico In the case of California, and as Is now proposed In the case of the Philippines. . Spain, of all the nations of Europe, is far In the lead in the cession of territory wlihout compensation aa the result of unsuccessful wars. Journal Bokbao, : ) Raleigh, N.O., November 17. f State Auditor Ayer, says that there will be an increase of about $18,000 over last year as the money available for pen sions, giving about $123,000 for pen sions. This does not mean though that there will be an increase in the individ ual pensions, for there are many appli cations on file that will be given pen sion. During .the past year 48 pensioners have died. Vr .' , The defeated candidate for solicitor in the 1st district, Ike Meekins, is here and has lots to say. 'em." :. - This may be a little premature as it is said that Congress may give the seat to Oliver U. Dockery, Sr., in, lead of J. D. Bellamy the Democrat, who beat Dock ery In his district for Congress. , Darin the last two weeks there has been two lynchings within this Stale. One was within about 80 miles of Raleigh and the"other up in the extreme west. There remains only three companies of the Second North Carolina regiment to be mustered out of service. These are the Wilmington company, the Tarboro and Greenville companies. This week will finish up these, and then on the 23 th the regimental officers will be mustered oat here in Raleigh. It is said that Dockery, Republican, will contest the seat in Congresi with Bellamy, Democrat. That is in the 0th District. Harry Skinner, Populiit, will contest the teat from the 1st Dlstriot, and Richmond Pearson, Republican, from the 9th. , , The "Lily White" Republican party project is growing. A meeting will probablv be held In Ashevllle soon look ing to the forming of such a party. It is believed that fcenator Prilcbard will favor an educational qualification which will eliminate the Ignorant negro voter It Is said there Is only on State officer who opposes an educational qualifica tion.
