situation here Is one of remarkable quiet
after a week of tragedy. Mayor Wad
dell and the new city government are
bringing order out of chaos and every
thing possible Is being done4o restore
confidence. , l'
In anticipation of trouble the women
and children of many white famllies
left the city before the election, but they
are now returning, , For two weeks a
number of residences in the city were
not inhabited, but there are few closed
now. " . . .t!
One week ago G. Z. French, the acting
sheriff, left Wilmington npder threats
that if he came back it would not be
healthy for nlm. He was followed to
the railway station by an ' indignant
crowd, and violence would have been
done him bad it not been for a prom
inent democrat, who went so far as to
draw a pistol and order the crowd to
stay out of the car. French has a plan
tation at Rocky Point, fourteen miles
from Wilmington, and since his banish
ment he has been at his country place.
He stated that as soon as everything got
quiet here he intended to morn, bat
was warned not to do so. French in
tended to come , hero this evening to
straighten up some of his attain, and the
mayor ordered a squad of police to the
dopot to protect him, but he failed to
put in an appearence. He got a friend
to have his baggage shipped from a
hotel to him, and it is, therefore, pre
sumed that his' absence Will be pro
longed.' ; . ' 1 " -:' '.' " "'
Among other important legislation to
bo enacted will be an election bill which
wilt protect the ballot and preserve while
supremacy. The feature of the bill which
will get rid of a large part of tite negro
vote in the eastern counties is being con
sidered by the leading Democrats of the
State. - . .
The new Legislature will meet in Jan
uary and the session will be an eventful
one. Much legislation of the fosionisU
will be repealed, and especially the char
ters under which many cities in eastern
North Carolina hava been negroixed.
Many white Republican and Popullsl
leaders are coming forward and express
ing their eagerness to have the negroes
disfrancised. Republicans particularly
ar open in their declarations on this
question. They say that with the negro
out of the question a strong white Re
publican party can be built up in North
Carolina. -t

the Americans gathered for their daily

Fair is here winding np the business of
this Fair. It is pretty certain that the
receipts will pay all the Fair expenses,
the premiums in full and one years' in
terest on the bonds. This is a splendid
outcome, and leaves the officers of the
Fair less hampered than they have been

The gift of 12 punch cups for the U
3. Cruiser Raleigh from Mr. and Mr. A.
W: Haywood of this city have Just been
completed by Messrs. Jacobs and Jenk
ins of Baltimore. The cups are silver,
gold lined, and match the design of the
elegant punch howl given the cruiser
two years ago by citizens bf North Car
olina. Mrs. Haywood christened the
Raleigh and has alway taken the great
est interest in the. vessel. The oups are
four inches high and rest on four dol

At a meeting of the directors of the
North Carolina Insane Asylum here last
night, Dr. Eoonee the assistant physl
clan tendered his resignation. It was
accepted, and Dr. E. L. Jenkins of Edge
combe county appointed to succeed him.
Charges of Incompetency and neglect of
duty had been made against him some
time ago. v
The colored fair Is having a bad time
on account of the weather. Tuesday was
the only good day this week, and as the
Governor was not here to open the fair
they waited for him. He has not come
yet, so yesterday the fair was opened in
spite of all things against it. '-
A wealthy man John 0. Terrell who
lately died In Philadelphia, left Col. J.
S. Cunningham executor of his will. In
this will be left money to build 38 public
school houses in Person county, with
permanent endowment of $40,000 be
sides. This will put Person county
ahead of all counties in the Btate as to
public schools. ,
There is one less convict at the pen I
tentlary today. Robert Jphnson, colored
'a trusty" concluded he had served suf
ficient time on his 8 year sentence, so
shortened it by about 13 months by leav
ing.
The last legislature repealed the law
requiring candidate for office to file
their election expense with the Secre
tary of Slate. Judge Hoke ha however,

tary Long approve the recommendations
of the board of bureau chiefs tor an In
crease of the navy more formidable ,vej

tablishment.. The Secretary is not ,in !
ciined, however, to aceept this report in
all respects, and will . unquestionably I
make a considerable reductio-i in thu t-x
tent o'. the programme preseuled for Ins

The recommendations for this year's
increase, as submitted by the - special
board, provide for three baUlu ships of
over twelve thousand tuns displacement,
three highly protected armored cruisers
of 2i knots speed and protocie I by at
least twelve inches bf armor, And three
2,500 ton cruisers. Mr. Long's report in
the President has naw been completed
and will be of more than usual, impor
tance this year. It Is understood that,
while the Secretary will not specifically
ask for a certain number of snips, he wl.l
present a programme, showing that the
navy should have additional ships of cer
tain classes, but leaving to Congress the
decision determlng how many should be
authorized this session. .
The bureau chiefs are strongly in favor
of the heavily armbred cruiser of exten
ded steaming radius and capable, of a
large coal-carrying capacity, and of
about fourteen thousand ton displace
ment. The secretary is said also to favor
this type of vessel, and whatever ia-
crease is secured from Congress it is
predicted that a number of . armored
cruisers at least will be secured. , ... :
