port on the Hepburn. Nicaragua canal
bill, with amendment as a substitute
for the Morgan bill passed by the Sen
ate.. ' " ,;
Tbe essential features of the bill aa re
ported are that It authorize the Presi
dent to acquire by parch sue from Nica
ragua and Cost Rica the territory neces
sary to build the canal and then lo pro
ceed with the construction of lu Ono
hundred and fifteen million dollars is ap
propriated for the completion of tbe
work authorised. The change made to
the original Hepburn bill are in reduc
ing tbe appropriation from $140,000,000
to $111,000,000; sulking out the provis
ion for the acquisition "full ownership,
jurisdiction and sovereignty" over the
route, and In adding civil engineers from
the naval and civil life lo those pi the
army for the purpose of making sur
vey, etc.
It Is nuderstoed that In the voting lo
day the committee wo unanimous in
substituting the Hepburn for the Morgan
bill, with the exceptlon'of Mr. Mann, of
Illinois, who.considored the Morgan bill
a better drawn measure for socaring the
desired purpose of a canal. Mr. Mann
gave notice that be would make a min
ority report.

introduced by (Senator Bryaa to repeal
lb charter of New Bera which became
alaw yesterday. Tbe date that tba bill
will take effect ia aevea daya after ha
ratification which Is axt Friday. Be
fore that lima tbe new bill creating the
ow corporation will ba Introduced.
There will be an "interregnom" during
which lime tbe trustees will be vested
with a little brief antborlty which is
vested ia good band.
Aa Act lo repeal the charter of the
city of New Bera.
The Genera Assembly of North Caroli
na do enact: ,
Sectioa 1. That tbectifrter of tbe city
of New Bern and all amendment there
to, and all law 'ouastltnltog the
said charter and amendments, be aad
tbe ame I hereby repealed and all
office created by and nnder raid charter,
law and amendment be and the same
are hereby ibollshed.
Sec. S. That all tbe property, real,
personal and mixed which belonged or
was vested In the said city of New Bern
shall be dellved to Wm. Uunn, 1 II
Cutler, K. R. Jones, O. H. Itobens, and
T. A. Green, Trustee, who (hall
take and hold possession thereof
and diligently keep, protect and
preserve the same with full power
and authority to nse tbe same for
the protection and benefit of the Inhabi
tant of tbe territory formerly constitut
ing the said city of New Bern and for
the protection of the property of said
inhabitant of (aid territory.
Sec S. That any and all persona who
may have control or possession of any of
said property shall deliver the' tame to
said Trustees or such other persons as
may be entitled thereto upon demand
made by them, and any person refuting
to so deliver any part of said property
hall be guilty of a misdemeanor and
fined not more than five hundred dollars
and imprisloned not more than six
month, or either Provided - that ssld
Trustee, or other person entitled to n
ceive the same may extend the time for
any such person or persons to comply
with their demands.
Sec t. That said Trustee shall keep,
hold, preserve and nse said properly as
aforesaid until further directed by law,
and shall deliver up the said property to
such person or persons as may be deslg
nated by law.
Sec S. That this act shall lake effect
even day after It ratification.
