This munlcpal ownership means a saving to the taxpayer, for the matter of Improper management by the authorities is one which need not be considered. Besides the saving In money .to the ' tax-payer, 1 this ' municipal Ownership ' gives the authorities the power to main tain practically a perfect state of local "sanitation, and if there is anything 'de- sirable in a community it is a condition . ui aeauuiuiaess.
