There was no absolute proof of bribery in the Clark case, but his admission of having spent about a quarter of, a mil lion dollars, not to mention other evi dence, was enough. - It was probably because of that lack ot proof of bribery that the committee reported that lie was not entitled to his seat, Instead of reporting In favor of ex pelling him. The individual In this case counts for nothing.'
