Official Paper of Mew Bera Grave Ceaaty. New Bera, N. C, Dee. 80, 1900. THE FAIR. FOR WHOSE BENE FIT. The consideration of the matter whether the New Bern Fair shall be con tinued, or whether it shall be given op, it left to the decision of the business men and merchants of this city. The Journal's position on tho Fair, is that Us continuance must have a sound and practical basis, and in the future the work of carrying on the Fair, shall be more equitably distribnted, so that a few parsons shall no', bare to bear all the burden, financial and otherwise, while others receive benefits without assisting In maintaining the Fair. The fact that the Fair loses one hun dred or fire hundred dollars each year, is not a matter of serious importance. As an advertising medium, its value to New Bern and its people, Is well worth the expenditure and loss of these hun dreds of dollars. But the muter to be justly considered, in the loss of even one dollar, by hold lng these annual exhibitions, Is, whose is the loss' and Is the loss equitably dis tributed f The benefit of the Fair, from its advertising point of view, cannot be measured. It hai been very great In the past; It can be made even greater in re sults in the fulnre. This benefit does not go direct to one, two or twenty Individual residents of New Bern. While Intangible, yet it is a valuable asset, the Joint property of every citlaen of the place. The cost of securing this Joint asset, by, which every citizen is benefitted, In volves money and labor. And this money and labor expenditure cannot be justly imposed upon a few clllaens. The ability for successfully conduct ing a Fair does not belong to every one, but there are men possessing the requi sites to successfully conduct a Fair, who can and will lend their efforts to the conduct of a Fair. But while ihey may contribute their time and labor, it Is certainly nnjnsl that they shall also be made to bear the financial burden. There are boil nasi Interests In New Mm waion receive aireos eon iumhb tltl pecuniary benefits from each An nual Fair that is held, and these same Interests do not contribute In work or money to the Fair's sucoeas. In the future, these Interests ibould bear their proportion of any loas In curred by holding these annual exhibi tions The Fair Is the Joint property of every eltlaea.so far as lu saooans goes, aad proportionately any labor or money, or both, demanded In the conduct of the Fair, auit be equitably divided among the'dUuBa of Hew Bera. Mrs. White determined In the first flush of her newly wed dignity that she was not going to be "squeeied" by the Chinese cook and the storekeeper, as It was quite plain every one else was. Accordingly she purchased scales aud weights and announced her Inten tion of personally weighing everything. For some days this method proved very satisfactory, but she was-sometimes a little puzzled on finding that the provi sions occasionally weighed more than was charged for. One day the mystery was solved. She was carefully weighing a chicken. In China not only Is everything, living aud dead, sold by weight but fowls are always supplied alive. The chicken during the weighing operation sudden ly entered a vigorous objection and be gan to flap and struggle with all Its might, and during these flappings and stragglings something weighty fell with a thud to the floor, evidently from somewhere about the chicken. This turned out to be a large piece of lead which bad been cunningly fastened un der one of the wings. Further Investi gation led to the discovery of a similar piece underneath the other wing. The overweight of the past few days was now accounted for. Chambers' Jour nal. CbrliteatBsr the Children. This leads to strange combi nations. He copies from his register "Nannie Bellona," "Trank Locust" and "Whisky Emmanuel." Of earlier times be tells the following: One black man brought his child, snd when the minister asked Its name be said, "Seriatim ad Valorem." On nnother occasion the parson ask ed, "What la the name of tho child?" The father said, "Ax, parson." The minister looked Inquiringly at the man and aald: "But I don't understand you."
