and the corporation commission of the

Prince Chlng has protested to the
court against the appointment, said to

Tung as a plenipotentiary in the place
Of LI Hung Chang. He consldors the
latter's advice absolutely essential, al
though he believes it might be advisable
to appoint a third plenipotentiary for
China, and reiterates his desire in
that case for the appointment of Sheng,
who would be acceptable to Jthe foreign
ers. I
Bo far as Chang Chin Tung is con
cerned, the foreign envoys who know
him personally say that, while he Is
strongly anti-foreign and has norer
made any secret of his likes aud dislikes,
they believe he would be a satisfactory
representative of the Chinese, and there
not be any objection to him on the score
of his recent utterances. Indeed, some
of the Ministers think it would be wise
for China make Chang Chin Ton; a
plenipotentiary.
Most of the envoys have received word
from their Governments that the nego
tiations must be conducted in Pekln, on
the ground that other places suggested
would beobjectinaUe.

charter to the Whitney Reduction Com

A substitute was offered by the com-
mitleo on the original hill, which gave
the company the right to condemn lands
in tow ns, or any where, for railroads of
any kind.
The substitute passed by a vote of 35
to 3.
